You will serve as an IT Project Manager (SYSANALYSIS) in the Command, Control, Communications and Computer Systems (C4S) of MILITARY SEALIFT COMMAND.
Duties
You will manage the delivery of C4S solutions
You will maintain coordination, interaction and communication to the N6 customers on all N6 initiatives.
You will provide oversight of Program Managers for Afloat MSC and Afloat C2 Programs.
You will manage security compliance of the Afloat MSC and Afloat C2 Programs
You will coordinate internally across the División to ensure the solutions are engineered, tested, secured and integrated.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures.
For GS-13 : In addition to demonstrating the four competencies above, one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector:

Experience in running programs/projects by utilizing acquisition and resource management skills.
Experience leading and overseeing budget, staffing, and contracting for assigned programs.
Experience developing and managing each project's budget.
Experience forecasting and updating the life cycle cost estimate.
Experience managing the sustainment, maintenance, modernization, and life cycle management of systems and new capabilities through the application of DoDI 5000.02.
Experience maintaining access to classified information, performing classified work as directed, and attending classified functions as required.
Experience ensuring cybersecurity is addressed within each lifecycle phase and ensuring systems are maintained in compliance with cybersecurity directives.
Experience maintaining access to CMLS to track material inventory and other MSC unique programs.
