About the Position: The primary purpose of the position is to serve as a Critical Care Nurse in a Military Treatment Facility, Ambulatory Surgery Department. Duty Location Naval Medical Center Portsmouth VA. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Provides specialized and comprehensive nursing care to a wide variety of patients in the preoperative phase, during the immediate post anesthesia period (Phase 1), through the extended post anesthesia period (Phase 2), to discharge. Provides comprehensive preoperative education, initiates nursing data base, identifies problems, initiates appropriate consults, and coordinates preoperative arrival time utilizing the operative schedule. Utilizes the nursing process and advanced assessment skills to identify difficult patient care problems, actual or potential, to formulate complex plans to meet patient care needs, prevent complications, and to continually revise goals/objectives according to changes in patient status. Maintains accurate, current and complete administrative/nursing records. Collaborates with surgeons, anesthesia providers, other nurses, and ancillary personnel in meeting patient care needs. Functions as shift charge nurse, primary nurse, or team leader. Responsible for direct patient care and supervision/instruction of assigned civilian and military professional and paraprofessional staff. Functions as primary patient contact representative to resolve complaints/conflicts regarding nursing related issues, working relationships or unit conditions. Refers unsolved complaints and infractions to Division Head with recommendations for appropriate action. Utilizes knowledge of critical care ethical and legal issues to provide maximal patient/family support during periods of physio psychosocial stress.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • All applicants tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use prior to appointment.
  • This position is subject to a pre-employment screening, and random drug testing, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
  • Applicants must be able to fulfill non-privileged professional credential requirements.
  • Moderate to heavy lifting up to 50 pounds may be required.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Must obtain and maintain certification in Advanced Cardiac Life Support (ACLS) certification.
  • Must obtain and maintain Pediatric Advanced Life Support (PALS) certification.

Basic Requirement for Nurse (Post Anesthesia Care Unit (PACU)): Degree: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.). Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination. Foreign Education: Graduates of foreign nursing schools must have completed the Commission on Graduates of Foreign Nursing Schools Certification Program. The certification program consists of a credentials evaluation, the CGFNS Qualifying Exam, and evidence of passing one of the approved English Language Proficiency examinations. A copy of the CGFNS Certificate is required. Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-9 grade level or above) which includes demonstrated experience related to providing ambulatory nursing care to critically ill patients, administering rapid-acting, highly potent medications, and coordinating the care of unstable patients under emergent condition. OR Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field. (Note: You must attach a copy of your transcripts.). EXEMPTION: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017, or before. Applicants claiming this exemption must meet one of the requirements below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program OR 3 full years of progressively higher-level graduate education from a professional nursing program For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume.
