This is an interdisciplinary position. Position may be filled by: Civil Engineer, 0810 or Geologist, 1350.
Duty Location: Provo, Utah
Duties
Apply a broad range of geologic and/or geotechnical techniques to analyze soil, rock, and groundwater conditions to determine suitability of a site for construction
Analyze and interpret geological and geophysical data to design structure or foundations that can withstand geological conditions.
Prepare or contribute to complex, technically authoritative reports on geologic and related studies.
Analyze, inspect and document a wide range of civil engineering assignments that involve a combination of complex features that require adaptation of existing strategies to meet demands.
Identify and assess data required for design development and engineering assignments including site assessment.

Qualifications
In order to qualify, you must meet BOTH the Basic and Minimum Qualification requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
BASIC QUALIFICATION REQUIREMENT CIVIL ENGINEER SERIES, 0810: Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).
OR
Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program.
OR
Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
OR
Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination.
OR
Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration.
BASIC REQUIREMENT FOR GEOLOGY SERIES, 1350: A Bachelor's (or higher) degree that included a major study in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.
OR
Combination of Education and Experience: Courses equivalent to a major study, as shown in statement above, plus appropriate experience or additional education. Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. Experience that involved only one phase of geology work, e.g., collecting samples, would not be acceptable as providing the required professional knowledge of the theory and principles of geology. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. Examples include some positions in geophysics, mining engineering, soils science, physical oceanography, hydrology, climatology, biology, analytic or experimental chemistry, metallurgy, and comparable fields where the normal duties or results of investigations have been extended to the solution of geologic problems by the applicant. Ordinary functions of positions such as seismic, computer, petroleum or mining engineer, mine superintendent, or metallurgist generally are not considered professional geological experience.
In addition to meeting the Basic Qualification Requirements above for the Civil Engineer or Geologist, you must also meet the Minimum Qualification Requirements described below.
Specialized Experience for the GS-11: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least two (2) of the following : (1) reviewing engineering design plans and specifications for accuracy; construction projects; (2) developing design features for projects, such as schedules, budgets, budget implementation or tracking for large planning projects; and/or (3) collaborating with personnel from various organizations to complete assigned projects.
OR
Education:Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts.
OR
Combination of Education and Experience: A combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of two full years (36 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts.
Specialized Experience for the GS-12: Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least three (3) of the following : (1) overseeing or coordinating construction management teams (construction control inspectors, materials testing technicians, surveyors, contract administrative personnel) for construction of civil structures and facilities; (2) performing project management of civil structures and facilities, through all phases of construction; (3) balancing competing project constraints including scope, quality, schedule, budget, resources, or risk; (4) managing collected data to process and present findings; (5) assessing various constructions projects in areas such as foundation, materials, or design recommendations; and/or (6) developing and maintain effective professional relationships with stakeholders or contractors.
Education
There is no substitution of education for experience at the GS-12 grade level of this announcement.
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
