Duties

WHAT IS THE HUMAN CAPITAL OFFICEDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations, Labor/Employee Relations and Negotiations The following are the duties of this position at the full working level. Provides a full range of personnel management technical advice, assistance, and related services to management officials and employees within the assigned organization on two or more of the following personnel management functions: position management/classification, labor/employee relations, staffing, recruitment, placement, human resources development, performance management, employee benefits, workforce planning, payroll/personnel processing, operational support, human resources information systems and/or occupational analysis. Meets with management officials at all levels regarding a variety of personnel management problems. Provides alternative problem solutions to meet management's needs. Participates on task groups as required. Answers questions from employees and managers on a variety of personnel management matters related to the assigned personnel management functions. Conducts personnel management studies and analyses and completes projects related to a specialized field of personnel management. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-7: To be eligible for this position at the grade 7 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service including: Experience applying the basic principles and practices of one or more human resources (HR) specializations. Examples of qualifying work experience include performing highly structured entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level HR assignments, communicating factual and procedural HR information clearly, orally and in writing, and gathering and analyzing basic facts and drawing conclusions regarding HR processes. OR You may substitute education for specialized experience as follows: At least one (1) academic year of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR You may qualify with at least one (1) year of combined graduate education and experience as defined above. SPECIALIZED EXPERIENCE GS-9: To be eligible for this position at the grade 9 level you must have one (1) year of specialized e experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Knowledge of fundamental labor relations and employee relations law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of IRS/NTEU Agreement (or other collective bargaining/union agreements) in order to advise and assist management and others in the interpretation/execution of the contract and other agreements; knowledge of fundamental principles and methods used in collective bargaining including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; knowledge of consulting methods and techniques sufficient to meet/deal tactfully and persuasively with others to resolve a wide range of issues, including those which are occasionally controversial or sensitive in nature, and to maintain harmonious relationships with all parties. OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.B or J.D., in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR You may qualify with at least one (1) year of combined graduate education and experience as defined above. SPECIALIZED EXPERIENCE GS-11: To be eligible for this position at the grade 11 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. OR Three (3) full years of progressively higher-level graduate education leading to a doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR You may qualify with a combination of graduate education and experience equivalent to that as defined above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
