This position is located with the Bureau of Indian Affairs, Southwest Region in Albuquerque, New Mexico to prepare and maintain existing owner status maps to reflect the proper ownership status of lands. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Responsible for the preparation of base maps, segment maps and township plats of Indian reservations and segments of reservations. Compiles material from sketches, surveyor's filed notes, plats of survey, land records, metes and bounds surveys, aerial photographs, right-of-way plats of records and quadrangle sheets. Determines the correct land descriptions and status of the lands which involved extensive research and examination. Digitizes cartographic data, which includes, but is not limited to, landscape features, ownership type symbolization, rights-of-way, and geographic coordinates. Plots intricate metes and bounds descriptions appearing on incoming legal instruments to determine the accuracy and location of the land in relation to other tracts. Establish, organize, and maintain a source materials library. Prepare special reports for management.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions and Individual Occupational Requirements for Cartographic Technician Series, 1371 ). GS-07: one year of specialized experience equivalent to at least the GS-6 grade level in the Federal service which involved experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills. Examples of GS-6 level work:Performs drafting and mapping work to produce a variety of ca11ographic products; digitizes, complies, or drafts maps, data and charts according to basic cartographic principles; create map layouts, and base maps using Geographic Information System (GIS); edits previously digitized data for completeness, coding, and accuracy or 1 year of graduate level education directly related to the position or a combination of graduate level education and specialized that is directly related to the work of the position. GS-08: one year of specialized experience equivalent to at least the GS-7 grade level in the Federal service which involved experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills. Examples of GS-7 level work: Prepare maps, plats, and photographs using traditional cartographic methods or automated systems; performs automated digitizing to convert data into Geographic Information System (GIS) databases; produces plotted maps using automated systems and software such as ARC/INFO; enters data obtained from a variety of sources in digital format; edits, verifies, and formats data in digital form; processes cartographic data and graphic products for entry into a digital database by editing and reviewing data for accuracy and consistency. GS-09: one year of specialized experience equivalent to at least the GS-8 grade level in the Federal service which involved experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills. Examples of GS-8 level work: Performs digitization of cartographic data which includes landscape features, ownership symbolization, rights-of-way, and geographic coordinates; complete complex drafting projects for the construction and revision of maps; research or investigate source documents to determine ownership status, boundaries, and land encumbrances; edit and review data for accuracy and consistency or a master's or equivalent graduate degree or 2 full I years of progressively higher-level graduate education leading to such a degree or a combination of graduate level education and specialized experience that is directly related to the work of the position. GS-10: one year of specialized experience equivalent to at least the GS-9 grade level in the Federal service which involved experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills. Examples of GS-9 level work: Performs digitization of cartographic data which includes landscape features, ownership symbolization, rights-of-way, and geographic coordinates; complete complex drafting projects for the construction and revision of maps; research or investigate source documents to determine ownership status, boundaries and land encumbrances; prepare original drawings from descriptions and rough sketches; apply coding structures for special map making processes; edit and review data for accuracy and consistency. GS-11: one year of specialized experience equivalent to at least the GS-IO grade level in the Federal service which involved experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills. Examples of GS-IO level work: Perform complex cartographic work requiring planning, research and analysis; perform digitization of cartographic data which includes landscape features, ownership symbolization, rights-of-way, and geographic coordinates; complete complex drafting projects for the construction and revision of maps; research or investigate complex source documents to determine ownership status, boundaries and land encumbrances; introduce cartographic data into the microcomputer to read, write and type complex legal land descriptions or a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree or a combination of graduate level education and specialized experience that is directly related to the work of the position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
