This is an internal auditor position located in the Resources Management Service Line. The incumbent serves as an auditor for the Tuscaloosa VA Medical Center and as an advisor of the purchase card program to top management officials, including but not limited to the Medical Center Director, Associate Director, Chief of Staff, Associate Director for Patient Services and Service Chiefs.

Duties

Duties include but are not limited to: Following Generally Accepted Government Auditing Standards (GAGAS), the auditor participates in the research and survey phases of the audit/assist by gathering relevant and reliable information in order to refine audit areas to include objectives, scope, criteria, and methodology. Assists in systematic internal reviews, quality assurance programs, safely inspections, control point audits, and other program audits. Serves as training instructor for Accounting Section employees and all facility control point officials and cardholders. Drafts finding outline worksheets, findings, and portions of audit/assist reports, with minimal supervision. Effectively communicates audit results through participation and input to briefings and written documents to senior management and internal and external stakeholders. Independently cross references portions of the draft report with minor revisions and assists in the independent referencing process. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday-7:30AM-4:00PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR): 1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR, 2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. GS-09 Grade Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal service in the normal line of progression for the occupation in the organization. Qualifying experience includes, but is not limited to: Exercises judgment in adapting the guidelines to specific cases or problems and/or interpret many varied policies and regulations; resolving commonly encountered work problems and providing clear precedents; using professional accounting or auditing knowledge; planning an approach, gathering, organizing, and evaluating accounting data; documents audit results, analyzing data and statistics from various sources, present data/information in briefings and written products, prepare briefing materials in charts and graphs covering audit status or findings for use. OR, Education: Master's or master's equivalent graduate degree or 2 years of progressively higher level graduate education leading to a master's or equivalent graduate degree with at least 36 semester hours in accounting courses or directly related to the work of this position. Education must be from an accredited college or university that provided the knowledge, skills, and abilities necessary to perform the work of an Auditor. Degree/coursework must be directly related to the work of this position. NOTE: You must submit a copy of your transcript (unofficial or official) with your application. Education cannot be credited without documentation. (TRANSCRIPT REQUIRED) OR, Combination: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).
