The incumbent functions as Program Manager, Director of the Emergency Capital Investment Program (ECIP) within the Office of Capital Access.

Duties
As a Program Manager, you will:
- Manage the human and financial resources of the program office to achieve intended program results efficiently and economically in compliance with applicable laws, regulations, and policies. Specific managerial responsibilities are to:
- Propose policies for the administration of the ECIP program, coordinates the acceptance of these policies among all Treasury program offices, and ensures compliance with these policies among all program participants.
- Coordinate program efforts and initiatives with senior counterparts among the federal and state banking regulatory agencies and the financial community.
- Build a multi-division Program Office to execute the ECIP. Design the organizational structure, define positions and roles, recruit and hire staff, engage contractors, and install procedures for a new organization that has no precedent.
Qualifications
You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE: Specialized experience for the GS-15: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:
- Experience conducting financial due diligence and analyzing investment decisions in banks or other depository institutions; AND
- Managerial experience including establishing priorities, scheduling work, evaluating work performance, identifying training needs and selection of employees or contractors; AND
- Experience preparing reports or briefing material to keep senior management apprised of program developments.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
