The primary purpose of this position is to serve as a Firefighter (Paramedic) assigned to a crew engaged in airfield, structural firefighting, crash-rescue operations and assist in reducing and/or eliminating potential fire hazards to protect persons, property, or the environment and following protocols and providing advanced levels of life support.

Duties

This position will support the Federal Government's response efforts to COVID-19. Provides advanced life support. Performs crash-rescue and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great. Performs structural firefighting duties for a variety of facilities which may include large multistoried buildings, industrial areas, and/or base storage facilities. Maintains firefighting equipment and fire stations facilities. Complies with health, safety, and environmental rules and procedures and performs work in a matter that enhances the safety of the work environment.

  • Employee must participate in a mandatory physical fitness program. A pre-employment physical is required for this position.
  • Employee is required to use all safety equipment and clothing provided by management.
  • Employee is required to be wildland (red card) within six months and recertify annually. Failure to maintain this certification will result in disciplinary action and may result in removal.
  • The employee is required to work a 72 hour week on a 24 hour on, 24 hour off basis which includes weekends and holidays. May be subject to recall.
  • This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to participate on Hazardous Materials Teams (HAZMAT).
  • May be required to perform duties associated with the operation of aircraft arresting barrier equipment.
  • Failure to maintain current NREMT-Paramedic certification may result in disciplinary action to include removal.
  • This position is a designated as Key Employee. Incumbent of a CONUS position that cannot be vacated during war or national emergency without seriously impairing the mission; such employees have unique or
  • scarce managerial or technical skills required by the wartime mission.
  • Must be able to obtain and maintain a secret clearance.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.

Qualifications

Conditions of Employment cont'd: Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position of Firefighter. Specialized experience includes experience which may have been gained while serving as a Firefighter (Paramedic) assigned to a crew engaged in airfield, structural firefighting, crash-rescue operations and assist in reducing and/or eliminating potential fire hazards to protect persons, property or the environment and following protocols and performing emergency procedures such as providing advanced or detailed patient assessment by conducting a systematic evaluation of the patient's condition. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. For initial appointments, applicants cannot have reached their 37th birthday by date of appointment. This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR to qualified veteran preference eligibles who may be eligible for waivers in accordance with section 3 of DoDI 1400.25-V336. NOTE: Applicants who are past the maximum entry age, are re-entering into a primary/rigorous position and have previous special retirement coverage service - may be eligible to be rehired or reinstated to a primary/rigorous covered position without requiring a maximum entry age waiver if he/she will be able to complete 20 years of covered service by age 57. CERTIFICATIONS: Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are Firefighter I & Firefighter II, Airport Firefighter, HAZMAT Awareness, and HAZMAT Operations (under NFPA standards adopted by DOD), and possess state or National Registry Emergency Medical Technician (NREMT) - Paramedic (EMT-P) certification. Special Retirement Provisions Authority: one of the following will apply: -FERS Position covered as rigorous under the FERS special retirement provisions for Federal firefighters [5 UCS 8401(14), 5 USC 8412 (d), and 5CFR 842.802] OR -CSRS Positions covered as a primary position under the CSRS special retirement provisions for Federal firefighters [5 USC 8331(21), 5 USC 8336(c), and 5 CFR 831.902]. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic and specialized airfield and structural firefighting equipment (fire alarm system operation, fire extinguishing equipment operations, etc.), techniques, and procedures. 2. Knowledge of basic building design, construction, and occupancy; of the latest changes in aircraft cockpit design, ordnance placement, and cabin layouts to include the operation of hatch or canopy release mechanisms, and/or oxygen supply systems; and of safety requirements as outlines in applicable safety standards, regulations, and/or technical orders. 3. Knowledge to apply Advanced Life Support techniques and protocols. 4. Skill in operating communications equipment. 5. Ability to maintain good working relations; to communicate orally and in writing; and to lift and carry heavy loads. 6. Ability to apply Advanced Life support techniques and protocols PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
