Duties

This position is the Park Manager (Superintendent) for the National Park of American Samoa, located in Pago Pago, American Samoa. The park, developed by Congress in 1989, is located on three widely separate American Samoan islands that are physically remote and isolated (more than 2600 miles southwest of Hawai'i in the Pacific Ocean between Tahiti and Fiji), and culturally different from the mainland. The park's themes are diverse and complex and are principally related to the tropical island rainforest systems, reef ecosystems, and the culturally dynamic Polynesian people and their relation to the environment. The Samoan culture and customs (fa' asamoa) have remained relatively strong despite western influences, and English is still spoken as a second language. The park, mandated to preserve the culture, has respected Samoan land ownership tradition and does not own, but rather leases its land base from eight Samoan villages and the American Samoan government. Samoan traditional subsistence uses of the forest and reef are allowed within the park boundary. Plan, direct, coordinate, and provide executive leadership to manage and operate the park. Identify operational needs and challenges, develop and implement solutions and evaluate the effectiveness of park operations, including partnerships. Directly supervise subordinate program managers, guiding the direction of their efforts, setting priorities, allocating resources and ensuring an effective and efficient organization. Develop and implement long-term strategies to protect the resources of the park (natural and cultural). Carry out the protection, management, and interpretation of cultural resources in close coordination with the village councils. Coordinate land and resource planning and management with representatives of other agencies, Federal, state and local governments, the general public, and with private landholders. Build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, to achieve common goals. Represent the National Park Service and the park in meetings with elected and appointed Territorial officials such as the Governor, Lt. Governor, Territorial Senators, American Samoan Government department heads, village councils (matai), managers from other federal agencies, universities, non-governmental organizations and the media with members of Congress, appropriate Federal, state, and regional and local officials, native organizations, public and private organizations, and the general public. Provide culturally competent civic and stakeholder engagement through fa'asamoa. Plan and execute a comprehensive fiscal program to support park operations and resource protection utilizing base, project, fee and donated funds. Plan and execute a comprehensive virtual and in-person visitor experience via dynamic digital engagement, a robust education program and a high quality visitor center. Ensure trails and waysides are maintained.

Qualifications

All qualifications must be met by the closing date of this announcement-01/20/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Experience should demonstrate management of park or public lands which involved, 1) providing leadership and direction for the strategic planning, management, and operation on public lands (typically at the divisional level) 2) managing a work group and making key operational decisions regarding budget, personnel, and program execution. 3) describing effective and timely decisions regarding sensitive or complex issues. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ICTAP/CTAP Clearance: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
