GS-09/11 Primary purpose is: To serve as a developmental level professional mechanical engineer, performing operations and maintenance engineering duties in support of a military installation. Position will be developmental to Mechanical Engineer, GS-0830-11 and then Mechanical Engineer, GS-0830-12. Training to be completed prior to promotion to the next level. CONT'D

  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • The work will require the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed CONT'D
  • CONT'D from their military recall status if alternative for filling of the position during an emergency are not available.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic CONT'D
  • CONT'D short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • May act as project liaison with the Army Corps of Engineers or other design agencies as required.
  • May be required to serve on A and E selection boards.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Mechanical Engineering Series 0830 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Use the GS-800 individual occupational requirements for Professional Engineering Positions.(PDF file) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE for GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledges of mechanical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects; Knowledge of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services; Knowledge of the installation/command mission and organization. OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree OR COMBINATION OF EXPERIENCE AND EDUCATION SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledges and abilities applicable to a wide range of mechanical engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering disciplines and architecture as they relate to engineering design; Comprehensive knowledge of the installation/command mission and organization. OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR COMBINATION OF EXPERIENCE AND EDUCATION SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of mechanical engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments; Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings; Knowledge of and familiarity with related fields of work such as architectural, electrical, mechanical, structural, environmental and civil engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations; Comprehensive knowledge of the installation/command mission and organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09 1. Professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with architecture and other engineering disciplines to perform routine projects or portions of large and complex projects with complete responsibility; and knowledge of the operations, products, services, needs, and goals of the program(s) and the organization(s) studied or served, and related customers, functions, resources, and users. 2. Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; standard contracting regulations, practices, and procedures; and health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. 4. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 5. Ability to plan, conduct, and record site/facility surveys and inspections. 6. Ability to plan and organize work; coordinate with other engineering disciplines and architects; communicate effectively, both orally and in writing; and maintain good working relations. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). 1. Professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.
2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements; of environmental principles, laws, and regulations; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings.
5. Ability to plan, conduct and record site/facilities surveys and inspection; to document, analyze, interpret, and apply results, and procedures in a variety of situations and recommend timely and economical solutions.
6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
