This position is at the National Mine Health and Safety Academy (NMHSA) located in, Beaver, WV. NMHSA is the world's largest educational institution devoted solely to safety and health in mining and serves as the central training facility for federal mine inspectors and mine safety professionals. The incumbent serves as the chief administrative officer of the Academy with oversight for human resource/talent, emergency, facilities, financial, student services, maintenance, and other operations.

Duties

Directs a staff of varied positions and levels. Plans work to be accomplished by subordinates. Responsible for the technical and administrative supervision of a large and complex staff in professional, technical, wage grade, and administrative work to carry out the mission of the organization. Ensures that the standard operating procedures are in place for efficient and effective operation of the academy. Evaluates performance and provides advice, reports, and recommendations essential for core operational functions where impacts cross operational/administrative lines. Serves as a senior advisor to the Superintendent of the Academy, ensuring resource management, budget formulation, position management, performance monitoring, awards administration, staffing and hiring, asset and fleet management, emergency management, health and safety, facilities management, and workload analysis required for streamlined operations. Analyzes and evaluates on a qualitative and quantitative basis, the integration and effectiveness of administrative policies and administrative support operations in meeting the Academy's goals and objectives. Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the subordinate supervisors' performance and the performance of those employees reporting directory to him/her. Interviews candidates for positions; recommends appointment, promotion, or assign for positions, makes or approves selections for subordinate non-supervisory positions; hears or resolves group grievances or serious complaints from employees; effects disciplinary measures. Responsible for ensuring all personnel management actions are in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance. Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Specialized Experience to qualify for Operations Director, as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience: You must meet all of the following: Resource management Budget management and oversight Staffing and hiring Asset and fleet management Health, safety and emergency management Facilities maintenance and planning Contracting and procurement oversight.

Education

There is no educational substitution in lieu of specialized experience at the GS-14 grade level.
