Duties
This position is located at Department of Commerce OIG, Office of Audit and Evaluation. As a/an Auditor (Performance), you will serve as an Auditor developing audit plans, conducting audit assignments, advising leadership on audit findings, and providing innovative solutions.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Develops audit guides/programs covering highly complex functions of a major Department function or multi-mission activity, or develops segments of audit guides/programs for highly complex agency-wide or major corporation audits.
Briefs audit manager on the progress of audits and identify problems such as the need to expand scope and commit additional resources.
Responsible for conducting interviews, reviewing records, and gathering data to achieve audit objectives.
Responsible for summarization of audit results and audit actions taken to address identified management issues.
Demonstrates an expert working knowledge of generally accepted government auditing standards (GAGAS); quality standards for Inspection and Evaluation (CIGIE); and the OAE policies and procedures; and complies with these standards for data analysis efforts.

You must meet the following requirements within 30 days of the closing date of this announcement
Specialized Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: taking the lead team role in planning, conducting, and documenting results of audits or evaluation projects in accordance with applicable standards and providing recommendations. Examples of such experience may include:
Coordinating audit or evaluation activities of team members on projects (i.e. reviewing work of junior staff ensuring it is sufficient, competent, and includes relevant evidence to support results and findings; providing written comments on junior staff's documented work when revisions are needed to ensure the evidence supports the results and findings.) OR
Conducting and documenting the results of interviews with key organizational authorities and other stakeholders to gather survey information; OR
Preparing and presenting audits or evaluation reports and briefings that address major management issues.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: planning, conducting audits or evaluation projects in accordance with applicable standards. Examples of such experience may include:
Researching laws, regulations, contracts, and management controls to develop performance audits or evaluation objectives, scope and methodology; OR
Collecting, analyzing, and summarizing audit data to support conclusions; OR
Participates during entrance and exit conference briefings to present audit objectives and potential findings to auditees; OR
Writes segments of draft audit and/or evaluation reports covering criteria, conclusions and recommendations.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: assisting with the planning of audits or evaluation projects in accordance with applicable standards. Examples of such experience may include:
Researching laws, regulations, contracts, and management controls to develop performance audits or evaluation objectives, scope and methodology; OR
Collecting, analyzing, and summarizing audit data to support conclusions; OR
Participates during entrance and exit conference briefings to present audit objectives and potential findings; OR
Assisting on the preparation of draft audit and/or evaluation reports covering criteria, conclusions and recommendations.
OR You may substitute education for general or specialized experience as follows: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral. (Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.)
OR You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours may be combined with experience.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
Education Requirements:
- Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting. OR
- Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
