This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Medicare Drug Rebate and Drug Negotiations Group (MDRNG), Front Office.
As a Health Insurance Specialist, GS-0107-15, you will provide strategic direction and technical advice for the policies and operations related to the Medicare Drug Rebate and Negotiation Programs implemented in Medicare pursuant to the IRA and other related activities.
Duties
Serve as a Senior Technical expert, technical authority, and primary agency point of contact for a multitude of projects related to the Medicare Drug Rebate and Negotiation Program.
Lead implementation of creative solutions using contemporary technology using agile and lean concepts.
Collaborate with policy and technology leads across CMS component to provide technical direction, and advise staff with subject matter expertise related to the Medicare Drug Rebate and Negotiation program.
Coordinate MDRNG project activities and respond to a wide variety of senior level requests within CM, CMS, HHS, and Congress, as well as state and local groups.
Use effective business practices including balanced measures of results, values, and invests in each team member emphasizing empowerment and two-way communication.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Interpreting Inflation Reduction Act (IRA) laws and policies related to Drug Price Negotiation Program provisions to provide guidance to management and other stakeholders; 2) Advising senior management on the impact of critical health insurance issues in the pharmaceutical drug industry to assist in making program decisions; AND 3) Providing recommendations based on changes to healthcare policies or legislation related to the payment of drugs in the Medicare program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
