This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions in the DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the on-site manager in charge of a lake project providing flood control, water supply, low flow augmentation and recreational opportunities. Develops and executes the planning, management, operation, and maintenance of the project's natural and man-made resources.
Duties
Project Planning: Plans and directs on-site operation and maintenance of the dam, maintenance yard and maintenance shop buildings, various support utilities, and grounds upkeep within the project footprint.
Establishes the short and long-range project objectives that serve as the principal framework for determining budget and personnel requirements for the project.
Maintenance: Analyzes and resolves local operational problems. Determines equipment, supplies, and maintenance requirements to accomplish operational activities.
Develops the operation and maintenance plans for project facilities to ensure health and safety and to protect and extend the useful life of the facilities.
Supervises the maintenance/repair of an earth-filled dam, spillway, shorelines, water and electric distribution systems, heavy equipment, and associated buildings serving parks and campgrounds.
Supervises the day-to-day operation and maintenance of the flood control structure, its outlet works and appurtenances, including a comprehensive preventive maintenance and inspection program.
Water Quality Management: Ensures water quality of the project’s drinking water distribution systems.
Ensures contract administration for operations and maintenance projects including janitorial, herbicide, mowing, and park custodian.
Reviews plans and specifications prior to contract advertisement to determine biddability, constructability, and operability.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-11 Specialized Experience: One year of specialized experience which includes 1) Performing routine or non-routine maintenance for facilities OR 2) Developing scopes of work and independent estimates for facility maintenance OR 3) Managing natural resource and recreation facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as engineering, industrial arts, property management, or business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes [insert examples of specialized experience]. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[insert 11 or above]).
