About the Position: This position serves as a senior technical resource to the Language Proficiency Assessment Directorate (LPAD) at the Defense Language Institute Foreign Language Center (DLIFLC) in matters pertaining to the implementation and enhancement of web applications and information technology for the delivery of foreign language testing content and services used world-wide by the Department of Defense.

Duties

Designs software and information systems to automate business and development processes. Troubleshoot Java-based applications utilizing Java, Python and JavaScript libraries, tool kits and languages. Codes and maintains MongoDB databases. Develops queries in JavaScript to support data updates and execute database configuration. Provides auxiliary support to SQL or RDBMS systems for the purposes of executing data transactions and representation. Improves processes to create and organize software releases into versions. Plans for database data migration activities in releases. Builds automation to enable continuous integration and continuous delivery utilizing Gradle, Jenkins, Artifactory and GitHub/GitLab. Debugs computer code and evaluates code maintainability and portability. Utilizes Linux (RHEL or CentOS), Tomcat, Apache Http (webserver), Python (specifically mod-wsgi in Apache or other WSGI). OpenSSL for certificate management and generation, and monitoring tools (such as SolarWinds, Nagios, etc.). Provides technical and analytical input on foreign language test development and management information systems requirements. Implements Information Security (INFOSEC) controls for assigned systems.

Requirements

  • This is an Information Assurance Workforce position. You will be required to obtain the required training and obtain the required certification/recertification for this position within 6 months of job entry.
  • Work may require temporary travel (TDY), occasionally on short notice, away from the normal duty station up to 15% of time.
  • Duties of this position may entail alternative duty schedules (including extended shifts (12.5 hours); nights, weekends, and/or holidays; being recalled for urgent situations; and/or working overtime in response to surge situations).
  • Incumbent must be able to obtain and maintain the appropriate clearance.

You will receive credit for all qualifying experience, including volunteer experience. Specialized and Other Experience: One year of specialized experience includes 1) Testing and/or troubleshooting MongoDB databases for internal or external customers; 2) Developing queries in JavaScript to support updates for an organization; 3) Utilizing Gradle, Jenkins, Artifactory and/or GitHub/GitLab to build or test automation; 4) Providing technical and/or analytical input on foreign language test development or management information systems requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Time in Grade: Time in grade does not apply because this is a DoD DHA solicitation and subsequent appointments result in a new federal civil service appointment.
