The primarily responsibility of the Pharmacy Technician (Outpatient) is providing pharmaceutical support to the outpatient veteran population served by the Pharmacy Service at the Huntington, WV VA Medical Center

Major Duties include but are not limited to;
Provides pharmaceutical support to the outpatient veteran population served by the Pharmacy Service
Automation - ability to operate pharmacy dispensing equipment
Maintains a comprehensive working knowledge of the ScriptPro machine including general operation, reports, and general service issues
Uses barcode system to ensure accurate filling of cells
Maintains competency in ScriptPro cells maintenance and calibration ensuring quality assurance measures are met
Knowledge of and daily review of pending prescriptions to ensure filling of prescriptions and troubleshooting of problems, including tracking and trending of these problems and recommendations for procedural changes
Ability to troubleshoot problems with prescription filling through the ScriptPro and general service requirements
Knowledge regarding use and general preventative maintenance for other outpatient automation, scriptalk, kirby lester counters, barcode technology, and mailing scales
Prescription Filling/Dispensing/Packing - knowledge of Federal and state laws related to pharmacy practice
Assists controlled substance technician in dispensing of controlled substances requiring a working knowledge of certain controlled substance policies to ensure tracking and accountability for both window and mail prescriptions
Assists in the packaging and dispensing of medication to patients for window and mail prescriptions including but not limited to adding postage. Ensures that appropriate policies are followed with regard to patient identification
Works with outpatient Omnicell to maintain security of controlled substance prescriptions. Promptly reports any discrepancies to a supervisor
Knowledge of preparation, storage and distribution of medication products including those requiring special handling and documentation
Contacts patients as requested by pharmacists. This may include verification of address, issues related to drug recalls, and responses to questions reviewed by a pharmacist
Refers clinical and other judgmental questions to the supervising pharmacist as necessary. Documents all patient interactions as appropriate
Telephone Care - ability to communicate with patients and staff and direct questions to appropriate personnel
Knowledge of trade, chemical and generic names, drug formulations, pharmacy and medical terminology to accurately interpret physician's orders
Assists outpatient supervisor on assigned quality management projects
Inventory Management - knowledge of basic inventory procedures
Works closely with clinical pharmacy staff and procurement to ensure formulary is followed, including knowledge and implementation of policy developed for medication interchanges
Assists procurement clerk to ensure appropriate inventory and ordering as medications are used daily, including checking for expired medications as assigned and checking in of outpatient order
Cleans and pulls outdated medications each month and documents appropriately, for assigned areas

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: You must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)
Education or Experience.
None required.
For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
Grandfathering Provision. Pharmacy technicians employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels.
Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials
Grade Determinations:
Pharmacy Technician, GS-03.
Education and Experience.
One year of post-secondary education. OR
Six months of general experience. OR
Student Technician. A student enrolled in an approved nationally accredited pharmacy technician program for an occupation identified in 38 U.S.C. 7405(a)(1)(A) or (B) may be appointed on a temporary full-time, part-time or intermittent basis under the provisions of 38 U.S.C. 7405(a)(1)(D) for a period not to exceed two years or the duration of the individual's program
Pharmacy Technician, GS-04.
Education and Experience.
Completion of two years of post-secondary coursework related to pharmacy (e.g., 12 semester hours of science and mathematics courses). OR
Completion of one of the following: i Six months of experience, that demonstrated knowledge of medication or medical field practice. OR ii Successful completion of a military or nationally recognized pharmacy technician education/training program. American Society of Health System Pharmacists® (ASHP), American Pharmacist Association (APHA), Accreditation Council for Pharmacy Education (ACPE), PTCB or NHA are examples of acceptable professional organizations recognizing such training programs. NOTE: Training courses recognized by PTCB and NHA are not actual certifications. OR iii One year of experience equivalent to next lower grade level.
Knowledge, Skills and Abilities (KSAs). In addition to the education or experience above, the candidate must demonstrate the following KSAs:
Ability to follow policies and procedures.
Ability to maintain appropriate files.
Ability to communicate with patients and other health professionals.
Ability to follow both written and verbal instructions.
Ability to operate office software/equipment to include, computers, software applications and printers
Pharmacy Technician, GS-05.
Education or Experience.
Successful completion of four years post-secondary education with courses related to pharmacy (e.g., 48 semester hours of science, mathematics, pharmacy) or a bachelor's degree. OR
An associate's degree in pharmacy technician or technology (48 semester hours of concentrated pharmacy technician training). OR
One year of experience equivalent to the next lower grade level.
Knowledge, Skills and Abilities (KSAs). In addition to the education or experience above, the candidate must demonstrate the following KSAs:
Knowledge of basic pharmacy operations.
Knowledge of pharmaceuticals to perform duties in pharmacy functional areas.
Knowledge of pharmaceutical nomenclature (including generic, chemical and proprietary names of drug).
Ability to fill prescriptions.
Ability to use pharmacy information systems or basic pharmacy dispensing equipment with oversight.
Pharmacy Technician, GS-06.
Education or Experience. One year of experience equivalent to the next lower level.
Knowledge, Skills and Abilities (KSAs). In addition, the candidate must demonstrate the following KSAs:
Knowledge of Federal and state laws related to pharmacy practice.
Knowledge of preparation, storage and distribution of medication products including those requiring special handling and documentation.
Ability to use pharmacy information systems or operate pharmacy dispensing equipment.
Knowledge of basic inventory procedures. (e) Ability to communicate with patients and staff and direct questions to appropriate personnel

The full performance level of this vacancy is GS-6. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-3 to GS-6.
Physical Requirements: Principle duties require repetitive use of hands and fingers (e.g., use of computer keyboards, etc.). May require lifting and a carrying moderate loads (up to 44lbs.), including boxes and equipment; stooping or kneeling (e.g., to pick up items from the floor, remove and replace items on lower shelves, and to file documents in lower file drawers, etc.); sitting, walking, or standing for long periods of time (4-8 hours). Normal ranges of hearing and vision are required to perform work and communicate effectively; must have the visual ability to distinguish between basic colors and shades of color. An ability to perform tasks requiring rapid mental and muscular coordination functions simultaneously is necessary. Incumbent must be physically capable of operating various types of equipment used for the job. Must be able to work closely with others.
