These positions are located in Spokane Valley, WA and Prineville, OR. The primary purpose of this position is the management and supervision of the Law Enforcement Ranger function and unauthorized use activities through the enforcement of Federal laws and regulations relating to the public lands and resources managed by the Bureau of Land Management (BLM).

Duties

This Supervisory Staff Law Enforcement Ranger is responsible for the direct supervision of three Law Enforcement Rangers, and enforcement of federal laws and regulations related to public lands and resources managed by the BLM. The incumbent is responsible for the oversight and implementation of law enforcement priorities and objectives for the area of responsibility. The incumbent serves as a technical expert and authority on Law Enforcement Ranger and unauthorized use operations. This includes unauthorized use and enforcement policy, law enforcement techniques and tactics, effects of proposed regulations and land use planning issues, and matters related to specific cases. The incumbent is responsible for ensuring program activities are consistent with national and state policies and procedures for carrying out law enforcement activities. The incumbent develops local policies and procedures for carrying out law enforcement activities as needed. The incumbent is a uniformed Law Enforcement Officer with fully delegated Law Enforcement Authority. Major duties include, but are not limited to: Develops and maintains liaison with other Federal, State, and local law enforcement and resource management agencies to share resources in order to provide additional protection of people and property on public lands. Provides coordination for the Law Enforcement Program involving Field Offices and outside agencies; assign duties to Law Enforcement Rangers. Enforces a variety of Federal Laws and Regulations related to public land and resources by performing investigations, apprehending suspects and violators, performing surveillance activities, and making enforcement contacts. Maintains operational capability to perform and lead Law Enforcement Ranger field work and to plan and conduct Special Law Enforcement Operations. Supervision and Management of the Prineville District Law Enforcement Program. Physical Demands: The work is primarily office oriented in nature but requires frequent travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities. He/she may be required to put in long hours beyond the normal tour of duty. Many of these operations and investigations occur in remote areas of the Public Lands in the western States. These remote areas are in high mountains, some over 10,000 feet altitude, desert and wooded areas, canyons, and other types of rough terrain. The incumbent will travel by aircraft, motor vehicle, all-terrain vehicle, horseback, and on foot to remote locations. He/she may be required to remain in these remote areas for long periods to complete the activity/investigation. The work required considerable strenuous physical exertion, e.g., long periods of standing, crawling, walking, and running over rough, uneven, rocky surfaces and through wooded or brush areas, performing these activities day or night. The incumbent may be required to respond immediately from a sedentary activity to and extremely arduous activity. The incumbent must be able to safely utilize firearms, less lethal weapons, and defensive tactics in the conduct of daily activities, and must be prepared at all times, to defend him/her-self and others against physical and armed attack, including the use of physical violence or deadly force. The duties of this position are so rigorous that a physical examination in required to ensure that the employee assigned can perform the duties without physical injury to self or others. Working Conditions: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions. Many investigations occur in isolated areas of the public lands. The remote areas are in, high mountains as well as desert areas, canyons, and other types of rough terrain. This type of work involves potentially high risks with personal exposure to dangerous situations, including possible physical attack or other uncontrollable conditions. The incumbent in regularly exposed to temperature and weather extremes, and will travel on foot or by specialty vehicles, e.g., four-wheel drive, motorcycles, and all-terrain vehicles, aircraft, or horseback to these remote locations to gather evidence and to arrest violators.

  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Employment is subject to attaining and maintaining a secret clearance as required by this position.
  • If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.
  • An applicant appointed to this position must possess (or obtain prior to entrance on duty) and maintain a valid state driver's license while employed in this position.
  • You must pass a pre-employment physical. You must complete and pass all five events of the physical efficiency battery (PEB) tests prior to employment at or above the 20th percentile. In addition, this position must complete annual PEB requirements.
  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Must be able to safely and proficiently utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities. This position must complete annual firearms proficiency.
  • Cannot have a misdemeanor domestic violence conviction prohibiting him/her from possessing, receiving, transferring, or accessing firearms or ammunition in violation of the provisions of 18 USC 922.
  • Incumbent must successfully complete Land Management Police Training (LMPT) within one year at Federal Law Enforcement Training Center (FLETC) if not already completed.
  • The duties of this position may require you to perform irregular or occasional overtime per week, including extended and varying hours, weekends, holidays and night shifts. The position may qualify for Administratively Uncontrollable Overtime (AUO).
  • Must maintain a delegation of Law Enforcement Authority.
  • Must successfully complete 40 hours of in-service training annually.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) leading or coordinating investigative and enforcement operations on public lands with other Federal, State, and local law enforcement agencies; (2) developing strategies to deter and detect criminal activities; (3) supervising staff by planning work assignments, conducting training, recommending selections/promotions/separations, or resolving work problems; (4) collaborating with other law enforcement agencies, management, and specialists to implement resource protection and law enforcement procedures. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). SELECTIVE FACTOR: Applicants must meet ALL of the following to qualify. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position: Basic Law Enforcement School: Have successfully completed or will be able to complete Basic Law Enforcement School (with emphasis on natural resources law enforcement) at the Federal Law Enforcement Training Center (FLETC) prior to employment date. This position requires successful completion of 40 hours in-service training annually. NOTE: You must provide a copy of your FLETC Certificate or Basic Law Enforcement School Record from FLETC indicating projected completion date. Law Enforcement Experience: This is a covered secondary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess prior law enforcement experience gained by substantial service in a primary law enforcement position and is clearly in an established law enforcement career path. Your resume must clearly indicate the required experience. Driver's License: Possess a valid, current, State driver's license or be able to obtain prior to entrance on duty. Domestic Violence Conviction: Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense.
