Duties
You will serve as the principal point of contact at the operational level regarding all aspects of the SAPR program.
You will oversee and coordinate the SAPR communication strategy at operational and tactical levels by expanding prevention and awareness of sexual assault and developing opportunities for core values, safety, and healthy command climate.
You will conduct ongoing assessment and effectiveness of the SAPR program to determine the potential impact on the organization.
You will develop new program plans and review or revise existing policies and procedures to ensure program goals and objectives are met.
You will be responsible for the maintenance of operational command Defense Sexual Assault Incident Database (DSAID) with the purpose of providing complete and up-to-date sexual assault data reports.
You will monitor and control budget and fiscal plans for SAPR related functions ensuring itemized account report detailing execution of funding to service headquarters.
You will hear and resolve group grievances, personnel complaints, and complaints of egregious conduct.
You will direct the work of Supervisory SAPR Program Specialists and other operational personnel to offer guidance regarding performance or behavior, identifying personnel development needs, and arrange for training.
Requirements

- Must obtain and maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 and any subsequent policy updates applicable to this program.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Oversee practices and procedures associated with victim advocacy, social service delivery systems and specialized social services programs; ability to manage budgets to support training requirements, program activities, manpower planning, and other program specific needs; creating comprehensive reports or presentations to convey findings to upper leadership; and provide planning and direction over supervisory and non supervisory personnel providing task assignments, setting performance and evaluations.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
- Degree: behavioral or social science; or related disciplines appropriate to the position OR
- Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR
- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
