Duties
WHAT IS THE CHIEF FINANCIAL OFFICER DIVISION?

Vacancies will be filled in the following specialty areas:
Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Revenue Financial Accounting, Unpaid Assessments and Analysis.
The following are the duties of this position at the full working level.
Collaborates with other Internal Management (IM) Domain members to identify Domain strategies,
opportunities, and projects; makes investment recommendations to the IM Executive Steering Committee
(ESC); and executes the decisions of the IM ESC regarding proposed projects by collaborating with MITS and other IRS business units to: define business and technical requirements; estimate costs; and, select/prioritize investments to be included in the IRS IT portfolio.
Analyzes CFO systems needs and develop long-term CFO IT strategic plans to ensure that CFO systems continue to support IRS financial, budget, and accounting operations and comply with corresponding federal accounting and reporting requirements.
Assembles and reviews CFO needs for presentation to BSP, MITS and MA&SS meetings, and monitors timely technology information sharing with CFO staff.
Coordinates the completion of MITS data calls for CFO-owned systems, pulling information from existing IRS inventories and databases to the extent possible, thereby reducing the workload burden on CFO business units. Reviews unit submissions for completeness, reasonableness, and consistency with other documents; and is responsible for timely submission to MITS.
Represents the BSP office in meetings and plan development in the IRS Security PMO Council to facilitate and implement annual FISMA requirements. Implements the IRS FISMA program for the CFO. Establishes reporting relationships with CFO Business System Owner Points of Contact and Designated Accrediting Authorities (DAAs) for all FISMA security and management controls and activities. Verifies that all CFO applications have current certifications and accreditations and privacy impact assessments, 47398and the IRS FISMA Master Inventory for all CFO applications is up-to-date and accurate. Provides guidance and support to CFO business unit staff and DAAs on their roles and responsibilities in support of FISMA activities. Respond to all MA&SS data calls and inquiries required for FISMA and other IT Security matters.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience or this position includes: Experience representing management at a high level. Experience with leading project assignments as an analyst that involve formulating financial policies and evaluation of financial strategies impacting financial management programs, systems, or issues that result in significant impact to the agency. Experience leading project assignments showing a wide range of financial, quantitative, evaluative and analytical methods and techniques to assess program effectiveness; as well as experience with financial management programs, including financial and management structure, financial accounting and budget systems, processes, and operations, and financial policies and procedures. Experience using a wide range of pertinent data gathering techniques and their use with highly technical program areas to ensure quality of analyses and experience in developing or overseeing the development of a wide range of agency-wide financial management policies, standards, and procedures. Experience must also demonstrate leadership, the ability to conduct independent research, establishing contacts, resolving problems, interpreting new or proposed legislation or regulations and assessing the impact to financial operations and systems, and determining resource impact of program changes, independently lead team members to assess the effectiveness of agency-wide financial programs and policies, and improve existing business processes. Project assignments must include developing conclusions and recommendations based on analysis, participating with cross- functional workgroups, and conducting final presentations to all levels in the organization, using networking and innovative techniques to persuade.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
