You will serve as a PROGRAM ANALYSTPROGRAM ANALYST in the AVAILABILITY FINANCE (N43F), ACOS MATERIAL (N43) of COMNAVSURFLANT.

Duties

You will manage CNSL personnel and coordinate with multiple outside activities for the planning of annual/multi-year and long-range program requirements. You will recommend adjustments such as redistribution of funds within budget accounts, in response to changes in programs and/or funds availability. You will develop and implement procedural instructions and policy guidance for use in planning and estimating funds needed for all ship maintenance programs. You will analyze estimates to identify non-alliance among program areas, eliminate duplication of administrative functions and to reconcile estimates with current levels of expenditures and anticipated changes in program activity. You will plan, determine, identify, negotiate and defend program goals and funding requirements with program sponsors and prepare budget materials. You will manage the development of life cycle cost analysis of various projects, and for the development of fiscal and program guidance for subordinate activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying procedures for repair, alterations, planning and execution of surface ship moderization and maintenance. Experience utilizing the Planning, Programming, Budgeting and Execution (PPBE) process as it relates to depot maintenance funding Experience planning and advising on manpower, financial, equipment and supply requirements. Experience applying concepts and theories of ship maintenance to conduct studies. Experience researching and analyzing problems using qualitative and quantitative methods to recommend course of action. Experience in communication effectively orally and in writing.
