About the Position: This Explosives Safety Specialist is located at White Sands Missile Range Commanding General with duty location of White Sands Missile Range, Dona Ana New Mexico. The Range provides Army, Navy, Air Force, DoD, and other customers with high quality services for experimentation, test, research, assessment, development, and training in support of the Nation. Duties

Provide technical explosives guidance/advice on such matters to Installation Safety Director, Safety Manager, operational supervisors, command group, and tenant unit/agencies and officials. Investigates ammunition and explosive accidents and incidents, and weapon-related accidents and incidents. Monitor the effectiveness of explosives safety policies and procedures within WSMR that present potential safety and health hazards to military, civilian and contractor personnel, equipment, and the public. Evaluate the technical aspects of the overall explosives’ safety program for organization/command for compliance with safety standards. Prepare explosive safety site plans and safety submissions for White Sands Missile Range and, Department of Defense Explosives Safety Board (DDESB) for review and approval. Prepare survey and inspection reports identifying unsafe operations and conditions, specifying corrective actions and provides recommendations for program improvements.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Temporary Duty (TDY) travel may be required up to 25% of the time.
  • This is a CP-12 position. Training in accordance with the CP12 ACTEDS Plan at the identified grade level is required for personnel filling these positions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: (1) experience assisting with inspections of facilities and equipment to determine compliance with applicable occupational safety standards; (2) experience providing input to reports identifying unsafe operations and conditions; and (3) experience advising personnel of appropriate measures to control or eliminate hazardous operating processes which may cause mishaps. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
