You will serve as a Special Security Assistant at the GG-12 grade level at Commander Undersea Surveillance, responsible for assisting in overseeing and managing the special security programs within the organization, including ensuring compliance with security regulations, conducting security training, updating personnel records, classified material control, managing access controls, investigating security incidents, and advising leadership on security-related matters.

Duties

You will participates in developing, implementing and providing procedural and operational direction, guidance and technical assistance in the accomplishment of the organization overall security program. You will ensure specialized needs are met relevant to personnel security, special access program (SAP) security, physical security, and information security. You will participate in developing and establishing effective security plans for the organization. You will draft procedures, schedules, arranges for and/or performs security inspections. You will provide guidance to the command on the interpretation and implementation of all security policies, programs and procedures. You will exercise knowledge in executing and implementing policies and procedures governing the protection of Sensitive Compartmented Information facility (SCIF), and Special Access Program Facility (SAPF) operations, information and material. You will interact with managers and senior planners on a wide range of security concepts, principles and practices for managing complex security programs. You will participate in overseeing DCID 6/4 eligibility standards, the Counterespionage Security Polygraph program, the SCI Access Management System, the Compartmented Access Book (CAB) and JPAS for Navy SCI programs. You will prepare and coordinate Preliminary Inquiry Reports of Security Violations to the appropriate authorities. You will prepare reports with recommendations for corrective actions and disciplinary actions. You will validate funding expenditures based on facility, equipment and personnel requirements.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a Polygraph Examination.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Shift-work and/or occasional overtime may be required.
  • PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Developing, implementing, and providing procedural and operational direction, guidance and technical assistance in the accomplishment of the organization's overall security program. Developing and establishing effective security plans for the organization. Drafting procedures/schedules and arranging/performing security inspections. Providing guidance to the organization on the interpretation and implementation of all security policies, programs and procedures.
