This position is located in Bureau of Land Management, in the Farmington Field Office. This position is concurrently open to Merit Promotion eligibles under Announcement Number BLM-NM-25-12635104-MP-OPM.

Duties

Investigate, measure and evaluate environmental conditions. Review and analyze scientific data to assess and report on the status of various environmental conditions that could affect human health and the environment. Develop programs and methods to conserve natural resources and prevent, remediate or remove contamination in the environment. Conduct on site monitoring of on-going construction of new facilities and implementation of new projects for possible hazardous materials and environmental impacts. Conduct related scientific inventories and monitoring activities that support land use plans.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. You must meet the BASIC Requirement *AND* meet the ADDITIONAL Requirement in order to qualify for this position. BASIC Requirement for the 1301 series: Degree: Successfully completed a Bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Note: You must submit a copy of your transcripts. OR Combination of Education and Experience: Courses equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, such as mechanics, dynamics, properties of materials and electronics, plus appropriate experience or additional education. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine the your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. NOTE: You must submit a copy of your transcripts as proof of any claimed education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided you with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. *AND* MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: ADDITIONAL QUALIFICATION REQUIREMENTS: GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) investigating, measuring, and evaluating environmental condition; (2) participating in the preparation of and/or reviews Environmental Assessments (EAs) and Environmental Impact Statements (EIS); (3) preparing assessment reports to document findings, recommendations and plans. OR Education: Successful completion of two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate level degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position (e.g., physical science, engineering, or mathematics, or other directly related field). NOTE: You must include a copy of your transcripts. OR Combination: Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education beyond the first year by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. NOTE: You must include a copy of your transcripts. GS-11: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) reviewing and analyzing scientific data gained through research or provided by others (e.g., specialists, geologists, biologists, land use planners, hydrologists, etc.) to assess the status of various environmental conditions that could affect human health and the environment; (2) coordinating research projects and preparing grants, contracts, and/or agreements for hazardous material cleanup, site remediation, and environmental assessments; (3) providing scientific inventories and monitoring activities that supports land use plans; (4) providing scientific data input to interdisciplinary reports, environmental assessments, and protective stipulations for fragile ecosystems. OR Education: Successful completion of all requirements for a doctoral degree (Ph.D. or equivalent), possession of a Ph.D., or 3 full academic years of progressively higher level graduate education leading to a doctoral degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position (e.g., physical science, engineering, or mathematics, or other directly related field). One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. NOTE: You must include a copy of your transcripts. OR Combination: Successful completion of a combination of Education and Experience: Education described in "B" above and specialized experience described in "A" above such that the percentage of required experience plus the percentage of required education equals 100%. To calculate, first determine your total number of graduate semester hours beyond 36 hours, and then divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience. Only graduate education in excess of two years (i.e., 36 semester hours or above the Master's level) may be combined with experience. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
