Duties
This position is to serve as a Group Leader responsible for providing technical and administrative guidance and advice in the day-to-day management of accounting/finance systems and procedures relating to such areas as Payroll, Accounts Receivable, Accounts Payable or Financial Reporting and Analysis.
This position starts at a salary of $104,356.00 (GS-13, Step 1) to $135,667.00 (GS-13, Step 10)
Major Duties include but not limited to:
- Assigns and reviews work.
- Makes recommendations regarding the need for performance or conduct improvement, correction, or recognition, including training, awards, or discipline.
- Interprets and applies special laws, regulations, decisions and rulings to the systems and procedures of the branch to ensure conformity to their intent.
- Use of independent judgment to guide and direct team members through administration and use of accounting and financial policies and standards.
- Renders advice and guidance relative to the preparation of activity summaries and reports and the forwarding of accounting and financial documents for review and decision-making.
Qualifications
Basic Requirement
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below.
Experience: You qualify for the GS 13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Leading a team to ensure on time execution of plans;
Monitoring and evaluating financial system functions specific to accounting and analysis;
Collecting and analyzing financial data for financial reporting.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/30/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
