Duties

Conduct legal research on a variety of administrative legal issues and writes legal reviews on documents/files. Research laws, draft documents, responses, and pleadings, where applicable. Interacts and coordinates directly with technical staffs and legal staffs to evaluate and analyze evidentiary issues such as the adequacy, consistency, and veracity of oral, written, and demonstrative evidence. Draft legal opinions and responses for Director signature on legal issues involving healthcare law, administrative law and government ethics. Provide litigation support to the Network Attorneys and Military Treatment Facility Attorneys Provide guidance, assistance, support, and review of clinical adverse actions for compliance with legal due process and adherence to regulatory provisions from inception to completion. Interview potential witnesses to obtain information and to determine whether they possess applicable exhibits Performs general administrative law and health law duties such as: retrieving files, cataloguing opinions, determining appropriate means of document delivery to meet deadlines and ensure timely delivery.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized Experience: One year of specialized experience which includes researching laws and regulations; preparing legal correspondence/documents; and reviewing actions for compliance with legal due process. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Paralegal Studies or Legal Studies. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
