Duties
You will be responsible for reviewing, monitoring and researching outstanding obligations/expenses/expenditures in preparation of the Dormant Account Review Quarterly (DAR-Q) for current and prior year documents.
You will review and maintain current and prior year obligation/expenditure records related to Defense Civilian Pay System (DCPS) charges and credits in SABRS/DAI.
You will participate in Financial Improvement and Audit Readiness (FIAR) reviews as it relates to time and attendance ensuring that all documentation for processing time and attendance is accurately documented.
You will ensure all users are fully aware of the rules and responsibilities associated with using an unclassified timekeeping system.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Employee must achieve and maintain all command required certifications.
- Required to report to the command when requested.
- This position is a Testing Designated Position (TDP), and the incumbent is subject to random drug testing. Incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Formulating budget and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures.
GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in the formulation of budget and estimates to support plans, programs and activities.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07
1 full year of graduate level education
or
superior academic achievement
GS-09
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
