The position is responsible for assisting the Chief of Police with the operation, direction, and control of the law enforcement and physical security activities and provides extensive support in the management of physical security of assets, information, buildings and people of the Eastern Colorado Health Care System in Aurora, CO.

Duties

Duties include but are not limited to: Observes, evaluates and prepares reports on the performance of department personnel Develops programs to alter the behavior of employees whose work performance is below acceptable standards; Plans, assigns and explains work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs; develops solutions to continuing problems in the quality of work and operating effectiveness ,and takes or recommends necessary corrective actions; Hears grievances and serious employee complaints to resolve or recommend solutions; and reviews serious disciplinary cases involving Police Service employees and recommends appropriate actions to higher level management; approves, modifies or rejects career development plans, training requests, employee utilization proposals, and similar matters Works with union officials and others on matters involving collective bargaining members. Assists in the development of local policies and implements corrective procedures to alleviate identified physical security problems and plans, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement and physical security to the Facility Director. Interprets complex security policies and procedures and is a source to provide guidance Manages the modernization efforts and assists with the plans for the integration of new initiatives, advancements in technology, policies, etc. that are transforming the law enforcement/security program into 21st century policing model. Assists in the development and modification of new Veteran-specific policies and procedures to accommodate the unique needs of Veterans with mental illness, PTSD, TBI, etc. The position is focused on improving relationships between Veterans and Police by engaging in non-confrontational encounters to decrease the possibility of violent incidents. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with the operating, directing, and controlling law enforcement and physical security activities; assessing situations and determining appropriate responses; responding to active threat situations; delegating work and evaluating performance of police personnel; providing training on equipment and security systems; conducting arrests, investigating criminal activities, and protecting crime scenes; and ensuring the safety of staff and visitors while on facility property. This experience must be detailed in your resume to receive credit. Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications , climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. Work Environment: The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. Without knowledge of the medical history of persons, the position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. DRIVER'S LICENSE REQUIREMENT: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. FIREARM REQUIRMENT:VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). SUPERVISORY SECURITY SPECIALISTCONDITIONS OF EMPLOYEMENT: 1. New Supervisory Security Specialist are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. 2. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. 3.
