This position is a Supervisory Wildlife Refuge Specialist, GS-0485-12, working in Vian, Oklahoma, for the R2-Sequoyah National Wildlife Refuge.
Duties
As a Supervisory Wildlife Refuge Specialist your duties will include but are not limited to the following:
Overseeing daily operations of Refuge biological programs, focusing on habitat development, conservation, and wildlife monitoring. Ensuring policy compliance and collaborating with federal, state, and local partners to advance habitat management and restoration efforts.
Assisting in planning and directing the Refuge's public relations and recreational programs to enhance visitor engagement. Responding to information requests, lead educational tours, and participating in outreach to promote wildlife recreation and conservation awareness.
Supervising Refuge staff by managing work priorities, leave, performance reviews, and grievances. Supporting senior management in creating operational plans, budgets, and wildlife management reports.
Administering the management program for Refuge facilities and equipment program including planning and scheduling maintenance, coordinating construction and repairs, and ensuring infrastructure complies with safety and environmental standards.
Assisting in developing and reviewing National Environmental Policy Act (NEPA) documentation and environmental assessments and collaborating with senior management to develop conservation and habitat management plans and ensuring compliance with natural resource laws and regulations.

Only experience and education obtained by 01/02/2025 will be considered.
In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
A. Degree: zoology, wildlife management, or an appropriate field of biology that included at least nine (9) semester hours in zoology; six (6) semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and three (3) semester hours in botany, and three (3) semester hours in conservation biology.
OR
B. Combination of education and experience: courses equivalent to a major in one of the fields as described in A above that included at least nine (9) semester hours in zoology; six (6) semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and three (3) semester hours in botany, and three (3) semester hours in conservation biology.
The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. NOTE: You must submit copies of all transcripts that include hours and grades from an accredited U.S. college/university and your resume must contain sufficient detail, e.g., begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
In addition to meeting the basic requirement applicants must meet the following specialized experience requirements in order to be rated as qualified for this position (this information must be clearly supported in the resume).
Minimum Qualifications GS-12:
One (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Specialized experience may include: 1) Planning and administering a refuge's biological program including overseeing biological surveys and research, cooperative agriculture, wetland management, and habitat restoration activities; 2) Planning and administering the refuge's public use program including off-refuge programs, interpretive and educational programs, hunting, fishing, wildlife observation, and other recreational management activities; 3) Assisting with developing long-range plans, annual work plans, budgets, and schedules, and executing approved short-, medium-, and long-term operational plans, while coordinating equipment and resource schedules; 4) Managing the facilities and equipment program, including developing work plans and organizing projects for the construction, repair, and maintenance of infrastructure such as equipment, buildings, roads, trails, fences, and dikes; and 5) Overseeing tasks assigned to subordinates, establishing and adjusting short-term priorities, and developing schedules to ensure work is completed efficiently.
NOTE: There is no substitution of education for specialized experience at the GS-12 grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
