Duties

Provides technical and professional leadership in coordination of range programs with sound principles of multiple-use management. Analyzes possible conflicts and makes recommendations for solution of problems based on a thorough and complete understanding of the many ramifications of multiple resource management. Serves as the Forest authority in management of the range resource on the total Forest/Grassland area. Gives expert advice on the effect of proposed policies, plans, and programs. Oversees the management of the Forest range permit system. Represents and speaks for the Forest Supervisor on matters concerning all facets of range management in discussions with grazing permittees, at public meetings, and with professional societies and other organizations. Participates in the development of policy, plans, programs, standards, and long-range goals and objectives needed for the conduct of assigned responsibilities. Works with cattle and sheep grower organizations, and other federal, state, and local agencies in the establishment of objectives. Negotiates with grazing permittees to settle complaints or adjudicate appeals from decisions of District Rangers. Advises and assists District Rangers and their personnel in collecting, evaluating, and manipulating data in order to meet range resource planning objectives. Performs supervisory duties 20% or less of the time.

Qualifications

Basic Requirement for Rangeland Management Series 0454: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management - At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences - At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies - At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. OR Combination of education and experience - at least 42 semester hours of course work in the combination of range management; plant, animal, and soil sciences; and natural resources management shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12. One year of specialized experience equivalent to GS-11. Specialized experience is defined as three or more of the following: Developed ecosystem based rangeland management program utilizing resource management plan goals, objectives and decisions and rangeland project decisions; Implemented actions that helped achieve land management plan goals and objectives; Conducted complete inventories and annual monitoring of rangeland resource and activities to document degree of impacts occurring, plant community changes and trend of ecological status or diversity that results; and/or Reviewed rangeland conditions with rangeland users/permittees to identify and resolved rangeland management problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
