This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Office of the Deputy Administrator for AFM (DAAFM) located in Beltsville, MD. Working closely with the DAAFM Executives, the incumbent is responsible for performing a wide range of activities involving both qualitative and quantitative methods in support of administrative functions, strategies, projects, and special studies.

Duties

Reviews requests, gathers background information and conducts preliminary analysis to determine the scope of the subject-matter involved and points of responsibility for preparing documentation; coordinates the process of comment preparation. Ensures the appropriate procedures and guidelines on content and format are applied. Compiles, reconciles, and correlates information from different administrative sources with different reporting requirements, guidelines, and formats that require extensive cross-checking or interpretation. As assigned, participates in periodic research of administrative support activities within AFM and analyses of activities to determine the efficiency and utility of internal operating procedures. Conducts reviews and analysis of new administrative policies and the determination of impact on administrative operations. Develops processes, briefing documents, or other products to memorialize and communicate changes and/or new policies. Serves as primary contact for distribution of AFMDAAFM Communications.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current Federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: GS-09: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with administrative duties related to program coordination; assisting management with documentation preparation; managing and organizing department documents and information; and reviewing administrative management policies, procedures, or operations. OR Education: Master's or equivalent graduate degree, or, 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Related degrees include Human Resources Management, Communication Studies, Business, Business Administration, Employee Relations, Marketing, and Finance. OR A combination of education and experience as described above. GS-11: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with administrative duties related to program coordination; assisting management with documentation preparation; managing and organizing department documents and information; and reviewing administrative management policies, procedures, or operations. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
