This position is a permanent full-time appointment and is located at Gateway National Recreational Area within the Facility Management Division.
The selectee will serve as the Chief of Facility Management for Gateway National Recreation Area. This position reports to the Deputy Superintendent of Gateway NRA and is duty stationed at park headquarters, Fort Wadsworth, Staten Island Unit.
Duties
The Chief of the Facility Management Division is responsible for overall coordination, support and oversight needed to carry out the facility maintenance program of Gateway NRA. Work is carried out both by contract and by NPS employees organized to complete facilities management activities and a variety of related activities associated with the mission of Gateway NRA and the National Park Service. The Chief of Facility Management is authorized to act on behalf of Gateway NRA on all matters related to Facility Management. The Chief of Facility Management will work in conjunction with the Superintendent and Deputy Superintendent to ensure that work is properly carried out and is integrated with operational considerations as well as long range planning and development. The Chief of Facility Management will act as a central point of contact for other NPS staff and managers regarding the Gateway NRA Facility Management Program.
Qualifications
All qualifications must be met by the closing date of this announcement-01/10/2025-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: demonstrating oversight for providing facility management for an organization with a widely diversified infrastructure and operational complexity; manage a multi-faceted organization through the management and development of subordinate supervisory staff, multi-year/operational budgets, and the utilization of asset management tools; provide stewardship of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resource; and serve as a contributing member of a management/leadership team; etc. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
