Climate Change Fellows will support the implementation of the agency's climate strategy under the Inflation Reduction Act (IRA) statute for better understanding and measuring the climate impacts of conservation and management practices and for improving carbon sequestration and greenhouse gas (GHG) estimations. NRCS's mission is to deliver conservation solutions to agricultural producers for protecting natural resources while maintaining and enhancing agricultural land productivity.
Duties
Provides technical guidance to senior executives or other senior managers concerning all aspects and activities involving planning and coordinating natural resources management programs and activities of the agency.
Research and write policy papers, decision memos, and other documents; and facilitating communications and collaboration across key agency organizational units.
Provides technical leadership related to all aspects of operation and management of assigned natural resources management programs or initiatives.
Works across agency functional units to provide data analyses on geographical areas (e.g., Hydrologic Unit Areas and Major Land Resource Areas)
Develops modeling recommendations and model elements as a national expert in the natural resource profession
Provides leadership and coordination for data analytic efforts with the objective of identifying improvements in organization, processes, and data collection for natural resource conservation efforts.
Leads subject matter expert working groups or cadres or detailed groups.
Develops software implementation and training products
Develops and leads the implementation of training plans creating workflows that assist natural resource planners and technical specialists in their daily duties.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Education Requirement: 0401
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.; OR
Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
In addition to meeting the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. For this position, specialized experience is defined as:
Analyze and evaluate complicated natural resources modeling issues.
Coordinate the utilization of natural resources model information and tools.
Develop solutions to complex natural resources model issues.
Note: There is no education substitution for the GS-13 level.
