The primary purpose of this position is to perform IT system analysis and develop solutions with emphasis in the Cybersecurity and Information Assurance disciplines. Projects typically involve analysis of large, complex systems and are characterized by significant departures from established practice.
Duties
Plans, organizes and directs the activities of the Cybersecurity Liaison for the organization.
Provides technical assistance, system advisory services, and training.
Applies computer security requirements to safeguards IT systems and information.
Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

- This position includes information assurance work as a paramount duty requirement. Per DoD 8570.01M, the incumbent of this position must achieve appropriate certification within six months of assignment of these duties.
- IA cont'd.: A waiver of this six-month requirement may be granted per DoD 8570.01M, C3, 2, 4, 2, or C3, 2 4, 3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, 1 year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent in other pay systems. Specialized experience includes administering information technology (IT) principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources; implementing and advising on IT security policies and procedures; Accomplishing risk analysis, security testing, and certification due to modifications or changes to computer systems. AND I have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in applying IT security functions, techniques, and capabilities including programming languages and techniques, relational database principles, microcomputer operation, and the network operating system.
2. Knowledge of information systems requirements and techniques in carrying out project assignments of considerable difficulty.
3. Ability to analyze component interrelationships and evaluate IT systems design prototypes and IT applications from an operational perspective.
4. Ability to gather facts and use effective analytical and evaluative methods to assess information and make sound decisions and solve a variety of computer software problems.
5. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
