The primary purpose of this position is to serve as an installation level Asset Management Specialist with responsibility for establishing, manipulating, organizing, and analyzing key performance indicators to make process recommendations across a wide range of Civil Engineer (CE) functional areas.

Duties
Serve as the Asset Management Division program specialist for AM programs, CE processes, and Joint Base Common Output Levels (COLs).
Develops goals and objectives that integrate organization and Base Civil Engineering objectives, programs, and projects to meet COLs and AMP/BCAMP objectives.
Advancement of the AM culture/processes through communication and training with the knowledge of standard construction and contracting regulations, practices, and procedures.
Supports Flight/Division Representatives with a variety of installation and functional area organizations.
Ability to plan, conduct, and record site/facilities surveys, inspections, and coordinate with other disciplines.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of civil engineering functional areas such as energy, environment, housing, planning, real estate, unit compliance, Joint Base Common Output Levels and business case analyst development in support of facilities investment planning. Knowledge of and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of professional engineering policies such as facilities investment planning in the management of housing, strategic planning, real property, space management, environmental and asset optimization. Knowledge of the principles of planning and program management, common business and economic principles, theories, concepts and procedures; financial management principles and standards; and of the DoD planning, programming and budget system (PBBS) as it applies to installation asset management. Knowledge of asset management operations, objectives, and policies along with a comprehensive knowledge of the civil engineer management environment and organizational techniques, systems, and procedures when performing a wide variety of analytical studies and projects related to management controls and improvement, productivity, and long-range planning.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of energy and utilities management, environmental planning, real estate, and asset management principles, applicable laws, and Department of Defense (DoD) concepts, theories, policies, directives, and procedures.
2. Knowledge of community planning concepts, principles, and-practices relating to sustainable development, smart growth, new urbanism, and physical planning and design.
3. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD planning, programming, and budgeting system (PPBS).
4. Knowledge of standard construction and contracting regulations, practices, and procedures.
5. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
