Duties
Senior Advisor to the Chief, Disposal Management and the Division Chief, Inventory, Transportation, and Disposal Management on DoD Demilitarization and the disposal of...
(Cont'd) excess/surplus personal property, negotiations for disposal, and procurement of a wide range of disposal services.
Senior headquarters technical expert in DoD Demilitarization matters, write and develop policy, identify risks and perform internal controls to mitigate risks related to Demilitarization or other Disposal programs.
Senior specialist responsible for implementing concepts, developing policies, procedures, directives, methods, practices, and techniques through which the Disposition and Disposal management of DLA is affected and maintained.
Senior advisor on DoD Disposal and Disposition procedures, regulatory guidance, plans, Standard Operating Procedures, customer management, and public sales.
Manage policy and oversight for disposal programs which include Demilitarization, the Reutilization, Transfer, and Donation, and/or management of Public Sale of excess/surplus DoD personal property.
Interacts external agencies, to include Department of Defense entities, Office of Secretary of Defense, other federal civilian agencies, state/local governmental agencies, and authorized customers in private/commercial organizations.
Initiates immediate actions to correct detected deficiencies and wasteful practices. Monitors contractor, government, and Military services performances, taking action to correct disposal procedure deficiencies.

Qualifications
To qualify for a Property Disposal Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-13:
Assisting with transforming related functional matters into integrated requirements essential to the successful establishment and strengthening of distribution and disposal programs.
Participating in planning negotiation strategies and conducting economic feasibility analyses for disposition programs.
Assisting with developing alternative strategies and operations to improve the efficiency and economy of disposal management
GS-14:
Transforming related functional matters into integrated requirements essential to the successful establishment of strengthening of distribution and disposal programs.
Planning negotiation strategies and conducting economic feasibility analyses for disposition programs.
Developing alternative strategies and operations to improve the efficiency and economy of disposal management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
