This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the DISA Joint Interoperability Test Command (JITC).
Duties
Serves as a Special Security Representative (SSR) possessing a wide range of knowledge in numerous security disciplines to include personnel, industrial, physical, communications, and information systems security.
Provides security oversight for the SCI mission and provides appropriate guidance, direction, advice, and assistance to the command and other organizations supported by established support agreements.
Develops, implements, and manages the Foreign Liaison Officer (FLO) and Exchange Officer (EO) programs.
Develops and implements local policy and procedures for the derivative classification, protection of classified national defense, and other sensitive information originated or controlled by the command for compliance.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
- A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience working with Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) security programs AND possessing experience in at least two of the following security programs: personnel security (PERSEC); physical security (PHYSEC); operations security (OPSEC); industrial security (INDSEC); and telecommunications electronics materials protected from emanating spurious transmissions (TEMPEST). This position has been identified as a Defense Security Position (DSP) in accordance with Department of Defense (DoD) Manual 3305.13-M, "DoD Security Accreditation and Certification" and selectees will be required to meet the certification requirements of the Security Professional Education Development (SPeD) program. As such, the individual selected for this position must obtain and/or maintain a Security Fundamentals Professional Certification (SFPC). Upon appointment to this position selectees will have two years to meet the applicable SPeD certification requirements and will be required to sign a statement acknowledging the SFPC requirements and agreeing to permit the DoD to access and monitor the certification qualifications associated with this position. Education
GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. .
