This position serves as a Telecommunication Specialist, located in the Department of Justice (DOJ), Office of the Chief Information Officer (OCIO), Service Delivery Staff (SDS), Service Engineering and Improvement (SEI), in Washington, DC. The primary purpose of this position is radio frequency spectrum management and to provide customer contact for all service-related inquiries and issues.

The duties and responsibilities as a Telecommunications Specialist, GS-0391-14, generally include, but are not limited to the following: Serve as a Telecommunications expert to advise the internal teams responsible for maintenance, installation and operation of various communications and electronic systems to include, but not limited to land mobile, maritime, and aeronautical voice, Internet Protocol (IP)-related radio communications and data systems. Provide guidance on use of specific frequency bands to component bureaus and submits changes on behalf of DOJ components to National Telecommunications and Information Administration (NTIA) for changes to spectrum usage. Ensure adherence to National and international frequency coordination agreements. Serve as DOJ representative on NTIA's Inter-department Radio Advisory Committee (IRAC), subcommittees and ad hoc groups to address frequency assignment policies and procedures that may impact DOJ operations. Develop plans to leverage industry and technology trends, best practices, capabilities, end emerging technologies into the service strategy. Produce and maintain technical documentation on the assigned systems and services.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or two-year trial period.
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.

Qualifications

To qualify for the position of Telecommunications Specialist at (GS-0391-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). BASIC QUALIFICATION REQUIREMENTS Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You must provide your transcript with a conferred date and degrees awarded information. If the conferred date and degrees awarded information is unavailable, you must provide a copy of the diplomas. OR Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Submitting frequency coordination agreements in order to manage a frequency spectrum program; AND Proposing new wireless technologies to NTIA for spectrum review and approval.
