Duties

WHAT IS THE DIVISION? SBSE - Small Business Self Employed A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: SB/SE DEPUTY COMMISSIONER EXAM, EXAMINATION, FIELD, EXAM - GULF STATES AREA The following are the duties of this position at the full working level. - Provides IDRS user support to management and employees. Adds/deletes users to IDRS, unlocks IDRS terminals and profiles, adds command codes as needed. Determines the appropriateness of allowing additional command codes to a particular group. Explains IDRS security to users and managers; communicates changes to users; facilitates contacts with the Information Technology (IT) organization to repoint IDRS terminals as needed; educates employees and managers on the proper use of BEARS system (Business Entitlement Access Request System). Educates employees and managers on the use of related systems, such as the Employee User Portal (EUP) and the Accounts Management Services (AMS); attends meetings to discuss data security, IDRS security and UNAX. - Reviews and timely certifies various IDRS security reports. Utilizes the IDRS Online Reports Services (IORS) to monitor IDRS usage and security. Conducts an in-depth analysis of command code usage and frequency of security violations to determine the validity of account related accesses. Consults with management on areas in need of improvement. Consults with the on-the-job instructor (OJI) and/or supervisor on questionable security practices before elevating concerns to local management. Under direction of the supervisor or lead; follows current group procedures to refer questionable accesses to Treasury Inspector General for Tax Administration (TIGTA) for follow-up. - Reviews and timely certifies accesses to taxpayer accounts through modernized systems, including but not limited to the Transcript Delivery System (TDS) and Modernized e-File (MeF). Conducts in-depth research and analysis of accesses to IDRS employee accounts and other accesses that are questionable; follows current group procedures to refer questionable accesses to Treasury Inspector General for Tax Administration (TIGTA) for follow-up. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-07: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: experience with systems and guidelines related to IDRS security including IDRS Online Reports Services (IORS), IDRS Unit and USR Database (IUUD) and/or the Taxpayer Data Access Library (HOD); experience with analytical and evaluative methods and techniques. OR One (1) full year of graduate level education in a related field OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. SPECIALIZED EXPERIENCE GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: experience with IDRS functionality and IDRS command code usage in order to provide IDRS user support, determining the appropriateness of allowing additional command codes to a particular group, educates users on the proper use of research and adjustment command codes, and explain IDRS security to users and managers; experience with the tools and resources available regarding IDRS and UNAX, i.e., IDRS Unit and USR Database (IUUD), IDRS Security Program and UNAX websites, IORS, audit trail extracts, written guidelines, etc. OR Master's or equivalent graduate degree in a related field of study. OR Two (2) full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related OR at least one (1) year of combined graduate education and experience as defined above. SPECIALIZED EXPERIENCE GS-11: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: experience with the modernized systems (MeF) being used by SB/SE Examination personnel. Experience with IDRS security programs including the IDRS Online Report Services (IORS), operations and processes to ensure compliance with regulations. Experience utilizing guidelines and directives issued regarding the use of Forms 11377/11377E (Taxpayer Data Access) and the prescribed retention period. Experience with the tools and resources available regarding IDRS and UNAX, i.e., IDRS Unit and USR Database (IUUD), IDRS Security Program and UNAX websites, IORS, audit trail extracts, written guidelines, etc. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR LL.M. if related. OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
