This National Guard position is for a SUPERVISORY QUALITY ASSURANCE SPECIALIST (Title 32), Position Description Number D1819000 and is part of the IL 182 AW, National Guard.
Duties
As a SUPERVISORY QUALITY ASSURANCE SPECIALIST (Title 32), GS-1910-12, you will supervise, establish and direct a planned, systematic approach of a quality assurance program designed to provide the maintenance managers confidence that aircraft, aircraft systems, products or supporting processes conform to technical, safety, workload and customer requirements.
Major Duties - This is NOT an all-inclusive list:
Manage, review and develop maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters.
Make decisions and recommendation on technical concerns presented by supervisors.
Utilize comprehensive knowledge and ability to interpret Air Force Instructions, Technical Orders, engineering drawings, product specifications, Air Force Occupational Safety and Health (AFOSH) environmental standards, public law, and locally developed policy.
Evaluate and assess complex systems, subsystems, integrated systems/subsystems, or components for conformance to applicable technical data, engineering drawings, standards and specifications. Establishes and develops performance checklists and metrics.
Manage the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force, facilitate continuous process improvement, and provide the customer with high quality aircraft and components on time.
Manage critical assessment programs such as; Unit Self Inspections, Maintenance Standardization, Operational Readiness, Unit Compliance Inspections, and Staff Assistance Visits (SAVs).
Manage the organization's quality program and elements of the program to gauge compliance with directives, assess established processes, identify deficiencies, implement corrective measures, and improve processes to enhance mission effectiveness and efficiency.
Manage the safety and security quality maintenance programs in accordance with applicable regulations and public law.
Plan work to be accomplished by subordinates.
Establish employee work schedules, deadlines, and production/inspection priorities based on aircraft maintenance status, aircraft mission requirements and other demand needs.
Determine how many jobs can be accomplished concurrently with the available manpower and resources.
Develop methods and procedures, review the work of subordinates in progress and upon completion to ensure that they have met the defined quality and quantity standards.
Plan, organize, and oversee the activities of the Quality Assurance Division.
Develop goals and objectives that integrate organization and Quality objectives.
Establish, revise, or review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, and implement quality improvements in response to concerns with regulatory compliance.
Identify need for change in organization priorities and advise the Maintenance Group Commander on required actions to implement such changes.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
Military Grades: Enlisted Only - Minimum rank requirement of Senior Master Sergeant/E8 and May not exceed the rank of Chief Master Sergeant/E9.
SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience which includes 1-year specialized experience equivalent to at least the next lower grade; specialized experience includes experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs; experience possessed by an expert in specialization able to give technical direction to otherwise competent workers; experience determining operations when difficult and questionable phases of malfunctions are found; experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field; experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.
SPECIALIZED SUPERVISORY EXPERIENCE: GS-12 LEVEL - MUST possess experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
