This position is located with the BLM Fire & Aviation Directorate, Division of Support Services, Site & Facilities Branch, National Interagency Fire Center (NIFC), in Boise, Idaho. Information about the surrounding area can be found at https://www.boisechamber.org/

Duties
Maintains and cares for the grounds at the National Interagency Fire Center campus and perform work associated with maintaining improved campus grounds.
Serves as Contracting Officers Representative (COR) or Project Inspector (PI).
Plans annual cyclic planting of flowers, plants and shrubs as well as a program of various types of fertilizers and control fungicides.
Plans and applies appropriate levels of fertilizer according to plant types, soil conditions, time of year, and campus activity. Adjust soil mineral content or PH level to insure optimum health for the selected plants.
Operates, sets, adjusts the landscape watering system via central IP server based system or stand alone controllers for appropriate soil moisture.
Services, installs, maintains, and repairs the campus irrigation system.

- Within six months of hire, incumbent shall satisfactorily pass certification for operation of typical mobile equipment used during maintenance on a campus environment.
- Within six months of hire, incumbent must successfully accomplish training for a Level-II COR certification.
Qualifications
OPM Job Qualifications System for Trades and Labor Occupations will be used in determining your qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through experience shown in the resume materials, that you possess the skill level that has equipped you with the particular job elements to successfully perform the duties of Gardner without more than normal supervision.
Screen-out Element:
Ability to do the work of the position without more than normal supervision.
To qualify for WG-8 you must have experience in grounds maintenance related to landscaping and irrigation installation/repair.

Physical Demands:
The incumbent performs in a physically demanding role that requires stamina, dexterity, and balance to perform the tasks assigned to this position. All work activities shall be performed in a safe and secure manner that ensures safety of not only the incumbent, but colleagues and the public as well.
Physical demands are approximately 90 percent field work and 10 percent office work. The field portion will require that the incumbent performs service and maintenance type work in all weather conditions ranging from extreme summer hear to extreme winter cold. The duties include using various hand tools and powered mobile equipment during those periods. Effort will require reaching areas that require significant physical dexterity to include stretching, bending at waist, reaching, grasping, pulling, pushing, and climbing. Often these functions will occur while on a ladder or lift to reach high areas. The access to areas may be in difficult to reach areas that range from overhead to below grade. In the performance of these duties the incumbent frequently lifts objects of up to fifty pounds in weight and over fifty pounds with assistance. All work activities shall be performed in a safe and secure manner that ensures safety of not only the incumbent, but colleagues and the public as well.
Work Environment:
The incumbent shall be able to work in an office environment sitting or standing for long periods and in the field environment subject to extreme temperature conditions. Duties will require performance for long periods and may occur under all weather conditions to include hot, dry, wet, cold, and freezing conditions. Work may occur during daylight or after dark conditions when special care must be taken. The incumbent shall also frequently work around facility and site infrastructure systems to include electrical, pressurized liquids or gases, dust, dirt, soils, fumes, fuels, chemicals, solvents, and other potentially hazardous systems or compounds. Exposure to these environmental conditions expose incumbent to potential hazards. In the performance of the duties, incumbent must be alert to these hazards, don appropriate PPE and take measures necessary to deal with the working conditions before they present a safety hazard and cause injury.
THIS IS A DRUG TESTING DESIGNATED POSITION in accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program. Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
