The primary purpose of this position is: Serves as a Program Analyst with oversight of the Digital Engagement Program within the Strategic Communications Office, Headquarters United States Special Operations Command. Responsible for planning, coordinating and evaluating the dissemination, and monitoring of information and Web based technologies.
Duties
Serves as the Command Social Media and Internet Technology Advisor responsible for developing policy, planning, reporting, and use of innovative and new information systems to disseminate information relating to USSOCOM's priorities, objectives and fiscal functions to both internal and external audiences
The incumbent serves as supervising editor for content posted on portals, web pages and social media networking sites
Incumbent directly supervises one military member and three contractors of the USSOCOM Strategic Communication office in developing, selecting, preparing, editing, displaying, and disseminating digital internal and external information to various DoD and public audiences

- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- This is a TERM position with a Not to Exceed date of 13 Months.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Public Affairs Series 1035
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of Web/Digital/Social Media concepts, principles and practices and a wide range of advanced principles, concepts, theories, practices, and methodologies of communication via Hypertext Markup Language, SharePoint, social media and email. Innovative skills in applying this knowledge to plan and conduct digital internal and external information dissemination, operations, ability to instruct and assist both novice and more experienced users; Advanced knowledge of principles, concepts, theories, practices, and methodologies associated with the professional practice of public relations, and the skill in applying this knowledge in the development of strategies and the effective digital dissemination of complex information as solutions to the most difficult and complex command problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of the Web Page/Portal site development and maintenance, to include use of social networking media, such as Facebook and Twitter; along with a comprehensive knowledge of and ability to use the following programs and software: SharePoint, Hypertext Markup Language (HTML), and other web design software as necessary; database management software for the creation of various electronic data bases, forms and templates.
2. Knowledge of all facets of communications theory, public affairs, and media relations methods, practices, and techniques. Expert knowledge of new and developing technologies in the practice and prosecution of DoD and command strategic communication objectives.
3. Skill in identifying trends, opportunities, and obstacles as they pertain to public affairs, the information environment, and the attainment of desired public image.
4. Ability to communicate effectively, both orally and in writing in order to plan and/or perform work involving programs, events and actions which create mutual acceptance, respect, appreciation and cooperation between the agency and external community.
5. Ability to analyze, plan, organize, adjust work operations and direct projects of one or more organizational segments to meet program requirements and objectives within available resources, to include coordination of office administration workloads to meet suspense deadlines.
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the entire process in briefings, papers, and/or reports suitable for top management use and decision making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
