The Office of Clean Energy Demonstrations (OCED) is seeking a Program Communications Specialist to work as the lead or as senior member of a Program Office-based communications team to ensure the program management staff utilizes all appropriate communications tools and venues, with Departmental offices and staff involvement where appropriate, to successfully leverage information concerning critical programs and projects to the benefit of the program, its sponsors, and ultimately the customers.

Duties

This series covers positions managing, supervising, leading, and/or performing administrative and management work.

Requirements

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Performing formal and informal briefings and presentations to high-level management; AND Evaluating impacts of new policies and procedures to determine the effectiveness in meeting department goals and objectives; AND Researching and interpreting program related laws, regulations, and guidelines and making recommendations for improvements. NOTE: There is no substitution of education for specialized experience at the GS-13 level. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: Evaluating, summarizing, and preparing reports on risks and operational weaknesses; AND Communicating issues, justifying conclusions reached, and recommending courses of action; AND Evaluating impacts of new policies and procedures to determine the effectiveness in meeting goals and objectives; AND Researching and interpreting program related laws, regulations, and guidelines and making recommendations for improvements. NOTE: There is no substitution of education for specialized experience at the GS-14 level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
