This position is located in the Threshold Programs division (THP) of the Department of Policy and Evaluation (DPE) of Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-09 in pay, MCC uses a pay banded system to compensate employees. This position is pay band MC-5A which is generally equal to GS-09 pay only.

Duties

The Policy Analyst reports to the Senior Director of THP and is responsible for performing a variety of administrative assignments to support the overall management of THP and the operation of country teams in the development and implementation of specific threshold programs. The major duties and responsibilities of the Policy Analyst are as follows: Provides substantial administrative support to THP program staff, including filing, task management, drafting correspondence, proofreading and typing research reports and analysis, memoranda, charts and other material; receives and helps coordinate responses to requests from other MCC departments for information and materials concerning THP initiatives and prepares correspondence. Assist with the coordination of the team leader and members to ensure timely achievement of program milestones, such as analyses, project designs, investment memos, board approvals, signings, disbursement requests, procurements, program reviews, and closeouts. Assist with providing logistical support for team meetings, country missions, management reviews, and special events, working with other MCC divisions or country counterparts as needed. Assist with compiling information from country teams to prepare timelines, implementation plans, budgets, reports, and narrative and statistical materials needed for on-going division planning and program monitoring and evaluation. Assist with drafting briefing papers, talking points, and background materials on threshold countries and current and closed Threshold Programs. Assist with ensuring DPE and agency wide requests for information and data are tracked and completed and that documentation is published, updated, organized and distributed as required. Assist with the preparation of briefing papers and talking points for senior staff in advance of meetings related to the Threshold program. Assists with logistical preparations for senior MCC staff travel to threshold countries, to include the production of briefing books, background papers, briefers, remarks, talking points, and other documents as required. Assist with monitoring trends and best practices in development and brings them to the attention of appropriate MCC staff. Studies successful governance and policy reform programs in MCC or by other institutions and contributes to MCC lessons learned and best practices. Assist with the reviewing and updating of existing and development of new MCC policies and procedures; acts as a division point of contact for policy initiatives and working groups. Assist with drafting documents and materials for congressional and public affairs such as congressional notifications, fact sheets, questions for the record, success stories, press releases, and talking points. Assist with ensuing the external THP website and pages, as well as intranet site, are accurate and up to date. Performs other similar and related tasks as needed.

Qualifications

To qualify for pay band 5A you must also meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5B (GS-07) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; Knowledge of international development programs, development economics, public policy and foreign policy; knowledge in anti-corruption, investment climate, public-private partnerships, domestic resource mobilization, gender and social inclusion, environmental safeguards, procurement, and fiscal accountability; experience in task management, drafting correspondence, proofreading and typing research reports and analysis, memoranda, charts and other material; experience in providing logistical support for team meetings, country missions, management reviews, and special events; ability to compile information, prepare timelines, implementation plans, budgets, reports, and narrative and statistical materials; experience in assisting with preparation of briefing papers and talking points for senior staff; experience in monitoring trends and best practices in development and federal government policy reform programs. Ability to communicate with exceptional analytical, writing, and oral communication skills. Note: this experience MUST be well documented within your resume or application. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 5B or GS-07 to be eligible for pay band 5A.
