About the Position: This position(s) is located within the US Army Corps of Engineers, Huntington District, where you will serve in office engineering and quality assurance sections, reviewing various civil and/or military construction projects. Duty locations to be selected are Huntington, WV and Portsmouth, OH.

Duties

Prepares the official government estimates for contract change orders. Confers with contractors/ representatives on matters pertaining to various issues. Research problems brought to the attention of the Resident Engineer and drafts response. Participates in construction reviews to determine suitability from construction standpoint of proposed contracts. Responsible for checking and verifying quantity computations submitted by contractors for payment requests. Participates in receipt, review, and storage of samples of construction materials submitted by contractors in compliance with requirements within the contracts. Performs quality assurance inspections of contractors construction operations to assure compliance with contract plans and specifications.

Specialized Experience and/or Education: [GS-09]: One year of specialized experience includes experience carrying out standard construction procedures based on assignments; assisting senior technicians with contract modifications and construction progress reports and other construction engineering considerations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering technology, construction, or industrial technology. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. [GS-10]: One year of specialized experience includes experience performing limited construction projects involving specialized or complicated procedures; supporting preparation of construction progress reports; using automated construction databases to extract data and prepare reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). [GS-11]: One year of specialized experience includes experience advising on and resolving construction project discrepancies; analyzing and interpreting construction plans and specifications to perform quality assurance inspections of construction operations; negotiating contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
