This position is located at Bureau of the Fiscal Service in the Division of Procurement Services (DPS). As a Contract Specialist, you will serve as a warranted Contracting Officer granted with the authority to obligate and bind the Government, financially and/or otherwise by entering into, administering, renewing, or terminating contracts.
Duties
As a Contract Specialist (Contracting Officer), you will:
Advise Fiscal Service and/or other ARC customer officials in procurement planning meetings in a business advisory role.
Interpret and apply applicable contract law; including but not limited to: Federal Acquisition Regulation (FAR), the Department of the Treasury Acquisition Regulation (DTAR), the Department of the Treasury Acquisition Procedures (DTAP), Office of Management and Budget (OMB) circulars and other Acquisition Bulletins (AB), Presidential Executive Orders (EO), and Fiscal Service internal policies and procedures; and Government Accountability Office (GAO) decisions and case law, when and where applicable.
Review requisition package requirements; ensure compliance with Government regulations and specifications, market conditions, ability of industry to modify existing equipment, and urgency of delivery requirements; determine proper procurement strategy.
Oversee, prioritize, and generally manage workload of actions assigned to subordinate contract specialists.
Justify anticipated acquisition strategy to bureau Small Business Specialist (SBS), Small Business Administration (SBA) Procurement Center Representative (PCR), and other SBA representatives as necessary.
Qualifications
You must meet the following requirements by the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Selective Factor: You must hold a certificate in either the legacy FAC-C Level II in Federal Acquisition in Contracting (FAC-C), or FAC-C Professional, or Department of Defense (DoD) Contracting Professional.
Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
-Experience with procurement regulations and experience in pre-award/award and administration of both simplified acquisitions and large contracts;
AND-
Experience with procurement regulations and processes in order to purchase and administer commercial items and services; AND
- Experience evaluating bids and offers of contractors on the basis of competition.
Education
Education Requirements:
A. A 4-year course of study leading to a bachelor's degree with a major in any field;orB. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
