Vacancies will be filled in the following specialty areas:
SB/SE Deputy Commissioner Exam, Headquarters Examination, Exam Case Selection - Estate & Gift Workload Selection and Delivery
The following are the duties of this position at the full working level.
Supports the examiners of estate, gift, and generation-skipping transfer tax returned (hereinafter identified as "Examiner(s)") in examining and evaluating returns in case files for audit potential, referencing Examination criteria standards. Notes and corrects case file deficiencies before sending case on to an examiner. Makes an examination determination concerning estate, gift, and generation-skipping transfer tax returns.
Researches the code, regulations and case law to establish proper interpretation and application.
Analyzes eligibility for qualification of estates for installment payments as provided by in Internal Revenue Code (IRC) Section 6166; communicates with estate representatives for additional information; works with Campus and Field employees on those estates which have been set up for installment payments or where the installment payment request has been denied. Answers technical requests and/or taxpayer inquiries on a wide variety of issues.
Analyzes information in exhibits to determine if applicable statutory and other requirements are met.
Reviews case files and prepares necessary reports on those returns requiring Joint Committee Evaluation/Congressional inquiries.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with paralegal principles, concepts, policies and practices; Experience researching codes, regulations and precedent cases to establish proper interpretation and application; Experience analyzing information in exhibits and applying technical tests to determine if statutory requirements are met; Experience applying various aspects of federal and state law, estate and gift tax areas; Experience utilizing various legal research resources including state law, manuals, policies and procedures, and computerized reference sources and/or publications.
OR
You may substitute education for specialized experience as follows:
A Ph.D. or equivalent doctoral degree in a field of study pertinent to legal analysis work such as law or paralegal.
OR
3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study pertinent to legal analysis work such as law or paralegal.
OR
You may qualify by a combination of experience and education.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
