This position is located at, Administrative Resource Center - Division of Procurement Services. As a Contract Specialist (Contracting Officer Training Specialist), you will perform duties as a training contracting officer, and work with organizational leadership to improve the overall effectiveness and efficiency of the Division's training program.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Researches, creates training material, presents, and maintains training courses based on divisional needs as identified through various assessment methods. Additionally, determines the best instructional approach based on course content, scope, and audience, ensuring training materials have been assessed for clarity, technical accuracy, educational adequacy, and accomplishment of the established objectives. Responsible for syllabus creation, scheduling of events and resources, and exercise creation for the delivery of assigned training. Reviews trainee's work and conducts regular one-on-one conferences with trainees regarding performance and competency achievement. Completes a full transition report for each trainee transitioning to operations, including but not limited to a detailed memorandum for team supervisors regarding course content and completed tasks; a breakdown of the trainee's performance strengths, personality assessments, and areas for improvement; a completed list of scored proficiencies based on OPM's list of contracting competencies and additional competencies; and a completed transition checklist. Evaluates trainees, instructors, and training aids for classroom instruction. Advises and assists other instructors in improving their performance. Provide detailed evaluations to supervisory staff to conduct performance package closeouts. Meet with designated mentors periodically throughout the training term to discuss trainee's performance, strengths, areas for improvement, and any additional necessary information/discussion As warranted, exercises signatory authority as Contracting Officer on award of contracts according to applicable guidelines; authenticates by signing supporting documents; and is responsible for the legal, technical, and administrative adequacy and accuracy of respective procurement actions. Represents the bureau and agency as the contracting authority through daily correspondence, informal meetings, and periodically at conferences/events to the public, industry, and other stakeholders

Requirements

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in Federal contracting. Specialized experience for this position includes: - Experience with procurement regulations and experience in pre-award/award/post award procurement actions including administration of both simplified acquisitions and large contracts; AND - Providing authoritative contracting direction, regulatory guidance, and market intelligence across diverse acquisitions and contract types: AND - Independently creating, developing, and implementing new training program methods and processes; materials to educate stakeholders; AND - Experience mentoring and training contracting personnel. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in Federal contracting. Specialized experience for this position includes: - Experience using procurement regulations in both simplified acquisitions and large contracts; AND - Reviewing, evaluating, documenting and maintaining training program materials in compliance with accreditation standards; AND - Assisting in the design and preparation of training programs, including curriculum, modules, and reference materials. OR Three full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree. OR A combination of education and experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Education

Education Requirements:
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
or
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
