This position is part of the Western Area Power Administration. As a Public Utilities Specialist, you will be responsible for the preparation of power repayment studies, annual rate calculations, marketing statistics, strategies, or other analysis for the Region.
**This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**
Duties
As a Public Utilities Specialist (Rates), you will:
Qualifications
Applicants must demonstrate that they meet the Minimum requirements as noted below.
GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:
Utilizing automated software to collect and/or perform data analysis using databases, spreadsheets, or charts;
Assisting in preparing information to support studies used for rate adjustments;
Assisting in analyzing historical costs, revenues, or other factors that may affect rates, repayment, or methodologies.
OR possess a Ph.D. degree 3 full years of progressively higher-level graduate education leading to a doctoral degree or equivalent graduate degree; or a combination of the required experience and education for this grade level.
Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:
Developing methodologies for determining costs associated with the investment, operation, and/or maintenance of power facilities;
Preparing power repayment studies, analysis, annual rate calculations, marketing statistics, or strategies to electric power and transmission services;
Utilizing rate setting processes to evaluate electric power and transmission services;
Utilizing automated systems for energy or financial accounting.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
