PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at the Bureau of the Fiscal Service, in the Data Strategy Division. This is an interdisciplinary position that involves knowledge characteristics of two professional series and academic disciplines.

Duties

As a Statistician/Data Scientist, you will: Work autonomously building projects from start to finish. Incumbent participates in projects and makes proposals for new and innovative projects within the Data Transparency environment. Oversee and provide leadership and direction to broad data research projects of major policy importance, difficulty, and complexity, directed toward significant problems relating to goals and mission of Data Transparency. Assist the Director for Data Strategy in building the foundation of scientific and technical capabilities within the Bureau and other federal agencies outside of the Treasury to support ongoing and future data analytics projects.

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé. Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: - Developing research questions and conducting descriptive, predictive, and optimization analysis; AND - Experience communicating data science principles and research results to technical and non-technical audiences. AND - Using technology relevant to modern data products, tools, and methods (e.g., AWS, Databricks, APIs, business intelligence solutions, cloud computing platforms, etc.)

Education Requirements:

1560 Data Science Basic Requirements:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

1530 Statistics Basic Requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
