Duties
This position is located in the Department of Health and Human Services, (HHS), Office of Inspector General (OIG), Office of Management and Policy (OMP), Budget Division.
Reports directly to the Assistant Budget Director - Formulation.
Develops and analyzes agency budgets, ensuring alignment with federal policies.
Assists in planning and strategizing for presenting budgets for key agency programs.
Prepares periodic budget execution reports and ensures data accuracy.
Verifies budget justification data from Headquarters and Regions.
Drafts budget requests and justifications for fund reprogramming.
Reviews and certifies fund availability for Headquarters expenditures.
Performs other related duties to support budget administration as assigned.

Qualifications

Recent Graduate Requirements: Applicants must have completed within the previous two years a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution; Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. In no event, however, may their eligibility period extend beyond six years from the date on which they completed their academic requirements.
**Applicants that are expected to graduate by December 31, 2024, may apply and be considered for the recent graduate program, however you will not be appointed until your degree/certificate has been conferred. In addition to a copy of your current transcripts (unofficial) you must submit proof of enrollment on university letterhead which includes your expected date of graduation**
GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. One year of specialized experience which includes experience assisting in the tracking and execution of annual budgets using financial management systems.
OR
Education: Successfully completed 1 full year of graduate level education or superior academic achievement leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, finance, public administration, economics, statistics, or other closely related field. NOTE: You must submit a copy of transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: You must submit a copy of transcripts.
GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems which includes experience in supporting budget preparation, formulation, and execution by compiling cost estimates, utilizing financial databases, and adhering to applicable regulations.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, finance, public administration, economics, statistics, or other closely related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems which includes experience contributing to execution plans by compiling cost figures and monitoring the rates of obligations and expenditures

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, finance, public administration, economics, statistics, or other closely related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. NOTE: You must submit a copy of transcripts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
